JOB SUMMARY

Under the general direction and supervision of the Manager, Inuit Qaujisarvingat, the Research Coordinator will assist in the co-ordination, design, development, implementation, and monitoring of ITK’s work in protecting and advancing the rights and interests of Inuit in Canada. This position will act as a liaison between the government departments, academics and Inuit organizations on research and policies related to the responsible areas, and also will serve to assist in the internal coordination necessary for ITK’s research department, Inuit Qaujisarvingat.

KEY ACCOUNTABILITIES

PLANNING AND COORDINATION

  1. Prepare work plans for specific areas of responsibility assigned by the Manager;
  2. Coordinate ITK-wide and department-specific research initiatives as required;
  3. Coordinate and facilitate national working group and committees, including meetings and events;
  4. Coordinate and facilitate partnerships with stakeholders;
  5. Coordinate and facilitate work with external contractors;
  6. Assist in the development of budgets and prepare funding proposals, as required;
  7. Participate in policy and project working groups;
  8. Identify and pursue issues and funding opportunities pertaining to Inuit self-determination in research for managerial consideration;
  9. Assist in the development of strategic, operational and project plans;
  10. Manage projects to ensure completion of all activities as identified in the work plan.

RESEARCH

  1. Assist ITK project staff with their research needs, as required;
  2. Assist with the identification and prioritization of key research issues related to policy on assigned or potential projects;
  3. Conduct internal and external consultation with Inuit organizations on key research files as required;
  4. Conduct research on priority topics, as required;
  5. Attend research conferences and symposiums as required;

POLICY

  1. Monitor and analyse developing external trends, policies, programs and issues with actual or potential impact on Inuit self-determination in research;
  2. Identify need for board level policy;
  3. Formulate policy options and recommendations;
  4. Design and conduct regional consultations and research projects, as required;
  5. Participate in the review and formulation of legislation, as required;

COMMUNICATION

  1. Draft, edit and produce reports, studies, position papers, policy statements and other documents;
  2. Coordinate with other ITK departments to prepare any media relations and promotion activities;
  3. Report as required to the Manager;

ADMINISTRATIVE

  1. Establish and maintain policy and research records and systems, including internal and external requests, as required;

REPRESENTATION AND RELATIONSHIPS

  1. Represent ITK in meetings and conferences or on committees and working groups as assigned by the Manager;
  2. Must be able to work both independently and co-operatively with a variety of individuals and groups, including government and land claim organizations;
  3. Must be able to foster strong working relationships with relevant Federal and Provincial/Territorial Government departments and regional Inuit organizations;

Performs other duties as assigned.

QUALIFICATIONS

KNOWLEDGE AND SKILLS

  1. Self-motivated and directed;
  2. Good organizational and analytical skills;
  3. Effective communication skills (oral and written);
  4. Ability to work co-operatively with a variety of individuals and groups;
  5. Ability to analyze and interpret policy, legislation and regulation;
  6. Sensitive to local, political and cultural aspirations;
  7. Computer skills in Microsoft Office (Word, PowerPoint, Excel and Access), Internet e-mail;
  8. Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);

EXPERIENCE

  1. Knowledge and understanding of Canadian Inuit culture and language issues, including working knowledge of Inuit land claims agreements, governance structures, and Inuit priorities related to research;
  2. Policy review and analysis;
  3. Program development and evaluation;
  4. Consultation protocol;
  5. Financial/budget management experience;
  6. General research and policy development experience;

EDUCATION

  1. Minimum of two years of policy/project management experience; or
  2. A degree or diploma in a relevant discipline, combined with one year of policy/project management/research coordination experience;
