SUMMARY:
The Quality Assurance/SMS Administrator reports to the General Manager of Corporate Flight Operations and the Maintenance Manager for QA responsibilities. Key responsibilities include supporting Pacific Sky’s strategic objectives and fostering a positive safety culture. The SMS function develops safety policies, ensures employee training, and manages the Safety Management System, while QA ensures regulatory compliance, conducts audits, and oversees Non-Conformance Reports. Overall, the role emphasizes safety assurance and continuous improvement in quality practices.
The salary range for this role is $85,000 - $125,000, however actual salary may fall outside of this range depending on various factors, including but not limited to, experience and expertise.
KEY ACCOUNTABILITES:
- Support and implement the strategic and business objectives of Pacific Sky.
- Contribute positively to the culture, growth, and strategic direction of the company.
- Provide a positive and pro-active example of safety culture, risk management, safety assurance, and safety promotion.
- Inform both management and staff of any changes to applicable regulations and standards.
- Receive, implement, and disseminate information that impacts safety.
- Coordinate with the HR Team to develop and implement the Occupational Health and Safety program.
- Support emergency preparedness by planning and participating in Emergency Response Management drills.
- Act as chair and note-taker for all Corrective Action Board and Root Cause Analysis meetings.
- Maintain meeting records.
SMS:
- Develop and update safety policies and procedures to align with regulatory requirements and corporate standards.
- Ensure that all employees are aware of and trained on safety policies and procedures.
- Develop, implement, and maintain the SMS with regulatory requirements and industry best practices.
- Manage the operation of the Safety Management System.
- Collect and analyze safety information.
- Monitor and evaluate the results of corrective actions.
- Ensure that risk assessments take place when applicable.
- Delegate specific SMS tasks/roles to persons within the organization.
- Ensure periodic reviews take place to determine the effectiveness of the system.
- Monitor the industry for safety concerns that could affect the program.
- Ensure safety-related information, including organization goals and objectives, is available to all personnel through established communication processes.
- Communicate SMS deficiencies/findings to the General Manager (Operations Manager).
- Provide annual SMS training for all employees.
QA:
- Confirm compliance with all applicable regulations, the Maintenance Policy Manual, and supplements.
- Responsible for the control, distribution, and preservation of records relating to the Quality Assurance Program.
- Conduct internal audits on all functions of the AMO.
- Communicate all findings and results from the Quality Assurance Program to the PRM and AE.
- Recommend additional training in response to audit findings.
- Manage Non-Conformance Report deadlines to ensure timely file closure.
- Review all completed work orders before filing them into the technical records
REQUIREMENTS:
- Undergraduate degree or diploma in business administration or a related field, with over 5 years of senior administrative experience, preferably in aviation, safety management, or quality assurance.
- Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and capable of providing routine IT support in coordination with the System Administrator.
- A valid Class 5 driver’s license, a clean driver’s abstract, and access to an operational vehicle are required.
- Track record of success in a leadership role in an aviation Quality Assurance and SMS environment.
- Experience and working knowledge of 604 flight operations and the PSAI Private Operator’s Manual, along with a strong understanding of Canadian Aviation Regulations and Transport Canada Emergency Response procedures.
- Ability to engage others in the pursuit of organizational vision and goals. Sets clear expectations for department and individual performance.
- Experience in conducting internal and external audits, writing and maintaining company manuals, and strong multitasking skills with excellent time management and organization. Able to handle last-minute changes with grace and humor.
- Experience in the aviation industry, specifically flight dispatch is considered an asset.

WORKING CONDITIONS: Due to the service-oriented nature of our business, the successful candidate must be flexible with the willingness to work weekends, evenings and holidays on an as requested basis. In addition, while it is anticipated that the position will be located in Victoria, BC, additional travel to various operating bases may be required from time to time.
