Project Technical Manager - Gas, Power and Structures

The GO Expansion scope includes fleet upgrades, train control systems, network electrification, signalling, telecommunications, and digital systems.

Objective

In close collaboration with the System Deployment & Integration Manager (SDIM), you will drive the technical interface with subcontractors delivering design and construction services such as Signal structures (masts, cantilevers, signal bridges, and signaling bungalows), Electrical, Power Supply, and Power Distribution, and Gas Pipe by:

  • writing statements of work
  • supplier selection activities
  • requirement analysis and allocation (for all contractual requirements) up to global system acceptance by Customer (including Test & Commissioning and certification / homologation)
  • ensuring the management of configuration (as-designed, as-built, as-installed including retrofit management)

Responsibilities

  • Manage the technical contractual scope of the Non-Core Engineering activities in front of the customer (in support of the SDIM)
    • Be accountable for performance and the customer acceptance of the project solution
    • Manage the project technical risks and the corresponding mitigation plan
    • Together with the Project Manager, in case of contractual scope evolution, raise variation order and manage it
    • Identify applicable regulations and ensure they are taken into account in Non-Core engineering solution design
    • Ensure that all the requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration
  • Lead the Non-Core Engineering solution deployment and ensure operational coordination of all project activities related to System deployment and integration (in support of the SDIM)
    • Be accountable for Work Packages QCDP, ensuring application of safety
    • Be accountable for Non-Core Engineering documentation approval by customer, and support sub-system managers and engineering leaders for sub-system documentation approval
    • Is accountable for
      • Interfaces between the sub-systems (in the frame of their scope of work)
      • Interfaces with 3rd Parties (in the frame of their scope of work)
      • Validation & Commissioning: Verification & Validation and Test & Commissioning activities
      • Integration activities
      • Configuration and change management (as-designed, as-built, as-installed including retrofit management)
      • Development of specific integration equipment if necessary
      • Certification & authorisations
      • Safety case delivery & assessment (including exported constraints accepted by customer)
      • Project requirements (not limited to technical requirements) analysis, allocation and compliance demonstration
      • Coordination of activities necessary to obtain Project Provisional Acceptance and Project Final Acceptance
  • Coordinate the engineering team and manage interfaces
    • Share Environment, Health and Security (EHS) rules with subcontractors (receiving inputs from Project Management/Project EHS team)
    • During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager (PrWM) requirements, including RAM data analysis for Reliability Growth
    • Support Project Quality & Safety Manager to consolidate the REX of the Project and Development For Quality (DFQ) process
    • Promote the Alstom Code of Ethics and adhere to the highest standards of ethical conduct

Performance measurements

  • Work package QCDP (quality, cost, delivery and performance), including DFQ go on-time
  • Project documentation approval completion and Design Freeze with Customer
  • Project requirement database maturity (full coverage of requirements and customer acceptance)
  • Availability of project configuration (as-designed, as-built, as-installed including retrofit management) for handover to Maintenance and Operations entities
  • Engineering management plan application

Education Requirements

Bachelor's Degree of Science in Engineering, Computer Science or scientific subjects

  • P. Eng certification or in progress

Experience Requirements

Engineering background including project deployment full lifecycle view until commissioning

At least 5 years of experience working on projects in a technical position with experience in the areas of responsibility

Hands-on experience in functional or hierarchical team management

Technical Subcontractor management

Cost and planning control experience in engineering scope

Direct experience with design and construction activities related to cable containment, signal structures, electrical and power supply/distribution, and gas pipe and supply

Hands-on experience on Customer relationship in contractual situations

Products and services knowledge on Rail and Rail signaling
