Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs.
The Project Manager will provide leadership throughout the planning, procurement and implementation phases of assigned project(s). This includes scope and stakeholder management, budget preparation, scheduling and project risk mitigation.
To succeed in this role, the incumbent brings solid project delivery and stakeholder management experience, the ability to adapt quickly and respond to a changing environment, and experience finding positive solutions to issues with clients and diverse teams of project consultants, specialists and contractors. Presentation, consultation, negotiation, influencing and consensus building skills are also required.
What You Will Do:
- Lead complex infrastructure projects through all phases of a project’s development and implementation. This includes Pre-transaction, Request for Qualifications (RFQ) and Request for Proposal (RFP), design, construction, commissioning and to the final transfer of responsibility to operations.
- Manage the planning, design, and construction of large and complex infrastructure projects delivered through Public-Private Partnerships (P3s).
- Manage relationships with various groups of internal and external stakeholders to mitigate project risks and ensure that project objectives are met.
- Lead presentations to seek approvals and demonstrate new concepts, including briefings for senior management and both internal and external stakeholders.
- Lead in coordinating with various internal and external team members to establish agendas, processes and procedures to advance business objectives and project outcomes.
What We’re Looking For:
- Substantial hands-on experience managing major complex infrastructure projects including direct hands-on management of consultants and contractors.
- Experience, background or education in Architecture, Engineering or other relevant discipline to the design and construction industry.
- PMP certification or in the process of acquiring.
- Experience with Justice facilities is an asset.
- Strong business acumen and experience in dealing with project budgets, schedules, technical requirements and construction methodology.
- Solid understanding of P3 programs including various P3 delivery models (e.g. Build-Finance, Design-Build-Finance, Design-Build-Finance-Maintain, etc.).
- Experience negotiating claims, scope changes and other compliance and contractual items on projects is preferred.
- Excellent interpersonal skills and communication skills (both verbal and written).

The hiring range for this position is $104,400 - $156,600 with a corresponding job level of PM3. The exact compensation will align based on the skills, knowledge and experience of the candidate.
