In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA. The requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Director, Strategy and Partnerships Office, the Project Manager II is responsible for the management of strategic work to support a provincial project to facilitate systems improvements for young people and their families or caregivers, primarily in the area of youth mental health and addictions. The Project Manager II will work collaboratively with young people and families, as well as leaders across health authorities, government ministries, Indigenous organizations and other partners to develop recommendations for systems improvements. The role will ensure the deliverables are completed on time and on budget, as identified in the project plan. The Project Manager II will lead and coordinate project activities including financial responsibility for the project and management of resources as deemed necessary to meet the schedule and budget for the project deliverables. The Project Manager II will identify and track metrics as they relate to the project deliverables. The role will establish the project team and provide leadership, guidance and support to designated project staff, contractors and stakeholders. Given the complexity of the system level changes expected through the development, implementation and evaluation of this project, the Project Manager II applies a solid base of leadership and management knowledge and skills to enable best practice, performance improvement, and systems integration to ensure alignment with BCCH and PHSA vision, mandate, and strategic directions.

What You’ll Do
  • Establish detailed project charter, plans and objectives to outline timelines and project deliverables. Execute project plan according to project methodologies, ensure successful and coordinated completion of project components, facilitate consensus with stakeholders as needed and ensure readiness for project implementation.
  • Track project progress according to project plan and identified metrics. Monitor and report on the status of projects and major barriers encountered. Make decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implement or contribute to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
  • Develop and monitor project budgets within the context of operational demands and environmental and resource constraints and use best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variance, planning and adjusting operations and/or staffing to meet projections and annual targets, approving expenditures and preparing summaries and is accountable for its own operating budget.
  • Provide supervisory guidance and direction to staff. Maintain full accountability for all personnel including hiring, termination, and handling discipline problems.
Qualifications
What you bring
  • A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline.
  • Minimum of seven (7) years recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
  • Project Management Professional designation considered an asset.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within healthcare settings.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BCCH contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study, BC Human Rights Code, Anti-racism Data Act and how they intersect across the health care system.
Core Competencies
  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated leadership in breaking down barriers and ensuring an environment of belonging. Embed Indigenous Cultural Safety and Humility into all aspects of work.
  • Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments.
Skills & Knowledge
  • Experience or working knowledge of quality improvement methodology, change management and chronic disease management is key to the success of this role.
  • Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
  • Demonstrates a commitment to beginning and continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression.
  • Demonstrates foundational knowledge of the social, economic, and political realities of settler-colonialism and its impacts on Indigenous peoples and equity-deserving groups within social and health contexts.

Job Type: Temporary, Full-Time (until April 7, 2026)
Wage: $106,026 - $152,413 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
