PROJECT MANAGER Consultant - Emergency Dispatch Operations Centre
THE OPPORTUNITY
Total Systems Solutions Consulting Inc. is seeking a Project Manager – Implementation to work for our public sector client at the Provincial Health Services Authority (PHSA) in the Province of British Columbia, CANADA.
You must be available 100% to work remote full-time 40 hours per week with availability Monday to Friday from 8:00am to 5:00pm in the Pacific Time Zone.
The consultant is expected to start January 6, 2025, and the contract length is 2 years.
Project Description
The BC Ambulance Service provides public ambulance service in British Columbia under the authority of BC Emergency Health Services. As Canada's first provincially-operated ambulance service, the BC Ambulance Service (BCAS) provides emergency pre-hospital treatment and transportation by ambulance (Air and Ground) to the public and visitors to BC. Serving an area of almost one million square kilometers, BCEHS is the largest provider of emergency health care in Canada and one of the largest in North America. Close to 5,000 BCEHS employees support patient care, including paramedics, Clinical Hub specialists, emergency medical call-takers and dispatchers, front-line staff, administrators and managers.
BCEHS is seeking a Consultant with expert level knowledge in emergency dispatch communications to assist in the design of a new, post-disaster, Kamloops Dispatch Operations Centre (KDOC) as the current site is undersized and in critical facility condition. The successful proponent will work with BCEHS and PHSA in the development of a service plan (SP) and functional program (FP) for KDOC which will identify space requirements based on BCEHS operations and future service needs.
The Project will be broken out into the 3 Phases that will undergo a review process before moving to the next Phase:
Phase 1
- Conduct a current state assessment of KDOC and relative business continuity risks and form a recommended strategy for development of a KDOC replacement facility.
Phase 2 (based on the accepted recommendation/options from Phase 1)
- Development of a clinical service plan and functional program for a new Kamloops Dispatch Operations Centre that includes KDOC’s function within a dispatch business continuity strategy.
Phase 3
- Conduct a post-project assessment including KDOC’s function(s) within a Business Continuity process.
Service Required
The Project Management & Implementation Consultant(s) responsibilities include, but are not limited to:
- Development of a service plan and functional program for a new KDOC as defined in the project description.
- In collaboration with BCEHS and PHSA, develop a detailed work plan complete with milestone dates for completion of the SP/FP.
- Facilitation of user group meetings with key BCEHS staff.
- Attendance of bi-weekly half hour meetings with the Project lead to discuss scope and resolve any issues.
- Provision of documentation and minutes for each meeting.
- Provide drafts of the SP/FP to the BCEHS and PHSA project team at the 50 per cent, 75 per cent and final draft stages for review and comment.
- Incorporation of feedback from BCEHS and PHSA project team into a final SP/FP report.
- Provision of summary text related to the following categories for inclusion in a briefing note or Ministry of Health Business Plan:
- Service need
- Background information
- Scope description
As it relates to a new KDOC:
- Plan, lead and develop a Business Continuity Strategy, Business Continuity Manual and support the development of Business Continuity Plans.
- Review, assess and report back to the project stakeholder current business continuity practices plans and provide recommendations/improvements.
- Plan and lead discussions on a roadmap or best way forward for KDOC.
- Ensure KDOC business continuity plans and reporting align with Provincial Digital Health and Information Services (PDHIS), and PHSA.
Consultant Qualifications
- Must possess operational experience with NG911 technology.
- 10+ years of experience as a program lead in business continuity management and crisis management.
- Experience in implementing business continuity management in a 9-1-1 communication centre.
- Knowledge of industry standards and best practices for BCMS and crisis management.
- Strong project management and leadership skills.
- Excellent written and verbal communication skills.
- Highly detail-oriented work style.
- Preference will be given to candidates certified in business continuity management or emergency management.
- Health care facilities experience and experience with emergency services, preferably with dispatch operation centres.
