GENERAL SUMMARY
Under the general direction of the Manager of Transportation, the Project Engineer 3 contributes to the effective operation of the Engineering Department by coordinating and performing engineering, technical and administrative work related to the completion of a variety of engineering activities, systems, programs and projects.

Specifically, the Project Engineer 3 works in Transportation engineering and duties vary according to work assignment focusing on street, signal and intersection design review and the development and implementation of transportation projects and initiatives in support of the Transportation Master Plan. This position oversees the work of professional and technical staff and may provide work direction and technical oversight to assigned teams.

MAIN DUTIES AND RESPONSIBILITIES

• Perform street, signal and intersection design review for transportation projects.
• Lead the development and implementation of assigned complex projects identified in the Transportation Master Plan according to timelines, budgets, policy, regulations, and standards.
• Prepare terms of reference for transportation engineering studies, assessments and designs; evaluate and award assignments in accordance with the District’s legal guidelines and purchasing policy.
• Review and evaluate traffic impacts, studies, and assessments; identify road system improvements for various projects and development proposals.
• Review and approve complex street-use permit applications recognizing the need for multifaceted input to inform the decision-making process (e.g. legal review, peer review, third party review).
• Direct work carried out by multi-disciplinary consultants and contractors; review and provide technical direction and oversight; ensure work conforms with District’s standards and policies to meet requirements.
• Oversee the work of professional and technical staff; may provide work direction and technical oversight to assigned teams, including scheduling, assignment of work and review of work efforts.
• Prepare and review variety of documents including reports, recommendations, technical memoranda and technical specifications. Make presentations for various audiences as required.
• Establish effective working relationships with internal departments and external agencies, such as BC Transit, MoTI and ICBC. Work collaboratively and navigate the processes and mechanisms necessary to attain District’s objectives and resolve complex technical, design or operational issues.
• Provide feedback and recommendations to District’s Council on transportation studies and master plans, including transportation related risks.
• Develop and track large budgets; report costs and variances, anticipate and manage cost escalations.
• Prepare and submit budget requests for the District's annual financial planning process. Take a leading role in the financial planning process, including in the development of long-range financial plans.
• Lead community and stakeholder engagement and correspondence related to transportation concerns.
• Foster a culture of continuous learning and improvement; facilitate information sharing among team to transfer knowledge and experience and increase the efficiency and effectiveness of the team.
• Perform other related duties as required.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

• Thorough knowledge of the principles and practices of civil engineering as applied to design, construction, and development.
• Thorough knowledge of urban and rural multi-modal transportation engineering best practices including the BC Active Transportation Design Guide, TAC Geometric Design Guide, and NACTO guidelines.
• Advanced level of expertise in a transportation sub field (such as transit planning and engineering, active transportation engineering, traffic engineering, highway design, Vision Zero) to lead District initiatives.
• Thorough knowledge of the functions, methods, rules, procedures, bylaws, regulations and policies pertaining to Municipal Government, such as Local Government Act, Municipal Master Construction Documents (MMCD), and WorkSafeBC regulations.
• Thorough understanding of the importance of respecting the regional traditions and indigenous regulations towards a project.
• Thorough understanding of risk management; ability to identify technical, public safety, and public interest risks and offer mitigation solutions.
• Thorough understanding of financial management; ability to recognize the constraints of finance on engineering solutions, develop project budgets, review cost estimates, report and manage cost variances.
• Thorough understanding of sustainability concepts, trends, and impacts; and knowledge of District’s direct and indirect social and environmental impacts.
• Sound knowledge traffic engineering software typically used in traffic analysis and modelling, such as Synchro.
• Demonstrated experience in project management and a thorough understanding of contract administration.
• Ability to organize and prioritize a complex series of project components to meet time-sensitive deliverables requiring a high level of detail and accuracy.
• Ability to review and interpret large, complex designs, technical documents and information to provide feedback, identify issues, suggest alternatives, and make sound decisions.
• Ability to ensure quality management principles are followed and EGBC standards and ethics are upheld.
• Demonstrated ability to communicate effectively both verbally and in writing with team members, clients, contractors, and the public. Proven ability to lead and facilitate group discussions in the public domain.
• Proven ability to lead, mentor, effectively delegate and hold multi-discipline team accountable for their deliverables. Ability to work collaboratively and in a professional, respectful and courteous manner.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

• Engineering degree in related discipline is required.
• Registration as a Professional Engineer (P.Eng.) of British Columbia or eligibility for registration is required.
• Minimum of eight (8) years of related experience is required.
• Knowledge of the District of Squamish is an asset.

• An equivalent combination of education, training and experience.

Hours of Work:
70 hours biweekly, with a compressed work week (9 day fortnight schedule). Some flexibility is required to work outside of regular working hours.

Salary:
Salary range: $122,490.31 - $134,604.73 as well as a comprehensive benefits package.

This is an exempt position and is excluded from Union membership.
