Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Asset Management and Maintenance Signals & Communications Projects Office is looking for a Project Coordinator to coordinate various stages of signalling project design, construction, testing and commissioning in support of new and ongoing State of Good Repair (SOGR) in a safe, timely, consistent, and cost-effective manner. The Program includes a variety of projects to improve the overall quality, safety, and efficiency of signaling throughout the entire GO Transit rail network.

What will I be doing?

  • Ensuring that projects and initiatives for new, replacement or enhanced signalling assets satisfy requirements and comply with Metrolinx standards and policies, Health & Safety, and industry standards such as Regulated Railway Standards and AREMA for all projects.
  • Managing the implementation and monitoring of approved projects through all stages of design, construction, testing and commissioning to improve the overall quality, safety, and efficiency of the system throughout the Metrolinx owned network.
  • Ensuring all Contractor’s Submittals meet the requirements set forth for the projects and provide guidance to the contractor(s).
  • Assisting with developing KPIs including the preparation of project status reports and providing regular updates.
  • Participating in developing and monitoring the project risk register inclusive of tracking implementation of risk mitigation tactics.
  • Forecasting, monitoring and managing project expenditures such as purchase orders, change orders, and budgetary constraints and managing monthly and yearly forecasts.
  • Reviewing requisitions for purchase orders, change orders for contracts and addenda for consultant or contractor agreements including providing Unifier support.
  • Preparing and submitting tender document specifications for construction and consultants or contracts for submission to the procurement team for tendering.
  • Reviewing work plan methodologies and work events submitted by the contractors to perform the work and coordinating with RCAC for workblock including attending required meetings.

What Skills and Qualifications Do I Need?

  • Completion of a 3- or 4-year community college engineering program in a related field or an equivalent combination of education, training, and experience that provides good knowledge of signal railway engineering.
  • Demonstrated project management experience, preferably within the public sector managing projects involving planning, design, construction, testing and commissioning of railway signalling projects on complex, Brownfield Railway with mixed fleet operation.
  • Project Management Professional (PMP) certification is considered an asset.
  • Experience coordinating contracted engineering/signalling projects.
  • Experience interpreting and applying contract plans and specifications.
  • Working knowledge of conventional Railway Signalling, as well as relevant standards and procedures applicable to working in an operating railway environment will be considered an asset.
  • Knowledge of Rail Traffic Control, Rail Corridor Access, Workblock, Flagging, Workplan, Work Permit, Field and Maintenance activities is an asset.
  • Detailed knowledge of project management including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable contract legislation.
  • Excellent written and oral communication skills, ability to work independently without supervision, strong interpersonal and negotiating skills and analytical ability are a must.
  • Proficiency in the use of project management software and computer applications is essential.
  • Must have a valid Ontario “G” Driver’s License that meet the corporate standard for a good driving record, and must be able to obtain the GO Transit Operators permit.
