Overview

As a Project Commissioning Manager (PrCOM), you will be responsible for managing, planning, defining, executing, and controlling the testing activities while ensuring they are tested safely to program and forecasted cost and that suitable and sufficient evidence is gathered to confirm that the system meets the requirements appropriate to the application and it is fit for entry into service. This also includes identifying the testing requirements and developing test plans and test procedures which are sufficiently robust to ensure that the system meets the requirements of the project and be capable of modifying the test plan as required and having appreciation of design & installation. The PrCOM is also responsible for ensuring the alignment of the various Test & Commissioning (T&C) procedures with the applicable subsystem specifications documents, customer requirements, project strategy & company policies (including EHS, railway safety, local regulation and professional standard). The execution and supervision of testing and commissioning activities in support of this project will occur in its majority under a Brownfield environment where the various testing activities will take place during non-revenue hours (Nights and/or Weekends) and multiple locations throughout the project as deemed necessary to achieve project milestones.

The role of a Project Commissioning Manager is a safety-critical position and vital to the validation of the signalling system and how it works in accordance with legal and Metrolinx and AREMA standards. The Project Commissioning Manager will work directly with the Validation & Commissioning Manager, Department Head, and other T&C Managers to define and allocate the testing scope of the various project stages. The PrCOM will also be responsible for the management structure of the team supporting each of the project stages. As part of the competency structure, the PrCOM may be asked to mentor and validate the competency level of testers at all levels; this will be recorded on the tester’s mentorship plan and forms. The PrCOM will liaise with internal project staff and the clients’ representatives at project meetings as required.

Main Responsibilities

  • Ensure the signalling project site testing is managed and delivered on time, to budget and to current Metrolinx and AREMA standards (including QCD commitment).
  • Maintain detailed forecasts of testing timescales and resource requirements to deliver the allocated project stages.
  • Maintain and take responsibility for budgets within tendered costs and programme timescales through the duration of site testing and commissioning.
  • Support commissioning requirements and site activities as required.
  • Provide detailed forecasts of testing and resource requirements for tendering as required.
  • Effectively manage and motivate allocated testing staff (this will usually be based on no more than 30 staff members).
  • Undertake all staff management duties including relevant Performance Management & People Review activities plus control of hours worked.
  • Develop allocated staff in accordance with Alstom competence processes and maintain any licences held.
  • Identify potential variations and discuss with Project Team / Tendering Department.
  • Liaise with project team, Subject Matter Experts and project functions for technical issue resolution and support.
  • Ensure compliance with Alstom testing procedures, EHS requirements, project strategy & company policies.
  • Define together with the planners and team leads the T&C testing strategy and activities.
  • Evaluate and validate the scope of testing in the field to ensure alignment with the Project Road Map.
  • Identify and communicate gaps/risks in overall testing strategy to stakeholders as required.
  • Attend and onward brief team briefing in technical documents, company safety briefings and alerts.
  • Produce testing documentation to Metrolinx and Project requirements and standards.
  • Manage all testing interfaces effectively.
  • Deploy and ensure the T&C processes are applied by the T&C team and identify potential process improvements.
  • Issue the REX on T&C activities, and propose updates/improvements to the T&C processes/tools.

Key Performance Indicators

  • Timely completion of testing and actual timescales to tendered.
  • Actual costs to tendered costs, including achievement against forecast hours budgeted and actual.
  • Production of detailed progress records.
  • Competency records and maintain licences held for internal/external audits.
  • Number of suggestions for improvements and number implemented and lessons learnt.
  • Team training records and also technical & safety briefing records.

Experience & Requirements:

  • BA's Degree in engineering (preferably electronics or embedded systems) or equivalent combination of experience and education.
  • Vast experience in the railway industry with proven knowledge in Interlocking and Control Systems.
  • Minimum 5 years experience in Test and Commissioning in a Railway Environment.
  • At least 3 years of experience in a leadership role.
  • Understanding of planning process, including knowledge of risk assessment process.
  • In-depth underpinning knowledge of Metrolinx & AREMA standards.
  • Knowledge of Health, Safety, Environment requirements.

  • Persuasive and team motivator, able to facilitate resolution of issues and with commercial awareness.
  • Strong ownership and accountability of activities assigned until completion and acceptance.
  • Proactive to promptly solve technical issues and anticipate all technical difficulties, resource and other project challenges.
  • Rigorous to perform T&C activities in an organized manner and good quality while performing with minimal supervision.
  • Very good listener with good relationship and reporting skills to management, internal and external stakeholders.
  • Strong attention to detail, time management and organization.
  • Punctual, reliable and responsible and eager to lead junior members.
  • Fully fluent in English with Excellent Communication Skills and Presentation Skills.

Other Desirable Experience & Technical Skills:

  • Proven knowledge of European Control System Level 2.
  • Knowledge of other Alstom Products considered an asset.
  • P. Eng or ability to obtain P. Eng in Ontario considered a strong asset.
  • CROR certification considered an asset.

Travel Requirements:

  • Ability to travel occasionally within Canada or abroad for meetings with management, training or site support.
