Reporting to the UVI CELL St. Thomas Senior Program Manager, this position is responsible for managing and implementing selected CELL programs and assessments, including scheduling, timelines, proctoring, procuring manuals and materials, and development of reports. This position also supports contracting and compensating for instruction, providing student support services, including registration and issuance of certificates, supporting student workers, and attending special events, including outreach activities and service launches. The Program Specialist I also works with the Senior Program Manager to implement new program offerings and other related duties as assigned.
Examples of Important Duties:
Bachelor’s Degree required. 2-3 years of experience in business administration or other related field. Ability to foster positive relationships with internal and external constituencies. Ability to work closely with others, as well as independently, and serve as a representative of the organization to the public. Ability to multi-task. High degree of motivation and ability to work well under pressure with tight deadlines. Must be able to work after hours and weekends when necessary.

Advertised Job Duties
Program Support and Reporting
Report to the St. Thomas Senior Program Manager to assist with program implementation, assessments, and special events, such as outreach activities and service launches. Support the contracting and compensation of temporary workers and provide comprehensive student support, including registration, issuance of certificates, and supporting student workers.
Partnership Development and Coordination
Engage with government agencies and private organizations to develop and coordinate customized training programs and projects. Initiate and execute training/service agreements and construct program budgets to meet partner needs and strategic goals.
Assessment Proctoring
Obtain required certifications to proctor assessments for UVI CELL’s contracted test vendors. Provide proctoring services, maintain the testing calendar, and schedule coverage utilizing eligible staff members and student workers.
Customer Service and Advisement
Ensure UVI CELL provides excellent customer service and assists students in meeting their personal and professional goals. Address student concerns and provide advisement on courses and programs to meet their educational objectives.
Client and Instructor Communications
Facilitate communication with clients and instructors. Develop temporary appointments/professional service agreements, quotes, and invoices. Support CELL courses, including sourcing instructors, texts, supplies, room assignments, registration, database data entry, and course completion paperwork.
Revenue and Enrollment Support
Identify and document potential opportunities to contribute to the department’s revenue streams. Collaborate with staff to support student enrollment, program marketing, and implementation, adhering to the International Association for Continuing Education and Training guidelines for courses granting Continuing Education Units (CEUs).
