Health PEI – Charlottetown, Prince Edward Island

Reporting to the Executive Director of Performance and Innovation, the Emergency Management and Business Continuity Consultant is responsible for providing leadership, advice, guidance and coordination of the development, implementation, monitoring, execution, evaluation and promotion of the Health PEI Emergency Management and Business Continuity Program. The Consultant also fills the role of primary Departmental Emergency Services Officer (DESO) and supports the Health PEI’s Incident Command Structure.

The Consultant provides support to the Health PEI Executive Leadership Team, executive directors, facility, program and service managers and coordinators and frontline staff across the system at each stage of the emergency management and business continuity life cycles. The position is also responsible for working in conjunction with external provincial stakeholders in matters related to emergency and business continuity management.

Duties will include but not be limited to:

  • Research and apply best practices to support the identification of hazards and development and execution of hazard, threat and impact analyses.
  • Develop, implement and maintain an organization wide hazard risk assessment evaluating potential threats to the organization, in terms of likelihood, impact and current level of preparedness.
  • Perform business impact analyses for the system, in conjunction with the Health PEI Executive Leadership Team, divisional leadership and facility, program and service leadership and teams to identify critical functions, points of failure and recovery requirements.
  • Research and apply best practices to support the identification, design and implementation of mitigation/prevention measures related to emergencies and critical service disruptions.
  • Make recommendations and influence the Health PEI Executive Leadership Team, divisional leadership, facility, program and service leadership and teams, and other key staff regarding structural and non-structural mitigation/prevention measures to address emergency and business continuity hazards identified as high risk (e.g. physical controls, policies and guidelines, service and process changes, etc.).
  • Advise on, lead and/or support the Health PEI Executive Leadership Team, divisional leadership and facility, program and service leadership and teams in the design and implementation of structural and non-structural mitigation/preparedness (e.g. physical controls, policies and guidelines, service and process changes, etc.).
  • Evaluate hazard/risk mitigation/prevention measures through ongoing monitoring, review, exercising, testing and post incident analysis.
  • Research and apply best practices to support the identification, design and implementation of preparedness measures related to emergencies and critical service disruptions.
  • Make recommendations and influence the Health PEI Executive Leadership Team, divisional leadership, facility, program and service leadership and teams and other key staff regarding emergency and business continuity plans, associated information and additional preparedness measures.
  • Develop and/or support the development of emergency and business continuity plans and associated information for Health PEI Executive Leadership, divisional leadership and facility, program and service leadership and teams based on identified high risk hazards and organizational needs.
  • Develop and/or support the development of training and training materials for Health PEI Executive Leadership, divisional leadership and facility, program and service leadership and teams.
  • Lead the development and execution of emergency management and business continuity exercises for Health PEI Leadership, facilities, programs and services including exercise planning and design, exercise facilitation, post exercise evaluation, development of final exercise reports and improvement plans.
  • Support the execution of improvement plans for Health PEI Executive Leadership, divisional leadership and facility, program and service leadership and teams after exercises.
  • Provide resources and templates to support staff in the development and implementation of plans training, exercises, information management and system/process development.
  • Support the dissemination of emergency and business continuity preparedness information throughout Health PEI.
  • Research and apply best practices to support response efforts related to emergencies and critical service disruptions.
  • Monitor for and escalate to the CEO and Health PEI Executive Leadership Team potential or actual emergencies and critical service disruptions impacting or with the potential to impact Health PEI.
  • Make recommendations and influence the Health PEI CEO on the activation of the Health PEI All Hazards Plan and other response measures relating to potential, imminent or actual emergency events and critical service disruptions.
  • Research and apply best practices to support recovery efforts related to emergencies and critical service disruptions.
  • Make recommendations and influence the Health PEI Executive Leadership Team, divisional leadership, facility, program and service leadership and teams and other key staff regarding recovery from emergency events and critical service disruptions. Responsible for researching best practices in emergency management and business continuity program development and maintenance.
  • Develop, communicate and champion consistent approaches to hazard risk management across the organization including the provision of templates, hazard related information and advice, consistent operational approaches where applicable and adherence to emergency management and business continuity program processes and principles.
  • Make recommendations and influence the Health PEI Executive Leadership Team and divisional leadership on the development, implementation and maintenance of the Emergency Management and Business Continuity Program.
  • Provide accurate interpretation and application of policies, procedures and legislation related to emergency management and business continuity.
  • Write reports and updates related to the Emergency Management and Business Continuity Management Program (e.g. policy compliance, indicator tracking, general activity information, etc.), as required, including those for the Health PEI Board and the Health PEI Executive Leadership Team.
  • Represent Health PEI regarding all emergency management and business continuity management activities as necessary.
  • Participate in local and provincial committees, working groups and management meetings (including at the director and administrator level) to support consistent business continuity and emergency management approaches across Health PEI.
  • Support and champion the Accreditation process at the site, service, program and executive leadership levels of the organization.

Minimum Qualifications:

  • Minimum of a university degree in a related field. Master’s degree is preferred
  • Professional level business continuity or emergency management certifications and/or courses, or professional level risk management certifications and/or courses
  • Considerable experience in the design, development and implementation of emergency management and/or business continuity programs
  • Considerable experience in the design and implementation of business continuity and emergency management measures across the four pillars of emergency management
  • Experience in the design and execution of hazard risk assessments and business impact analyses
  • Considerable experience with the Incident Command System or other incident management systems
  • Advanced knowledge of the emergency and business continuity management and associated planning cycles
  • Experience and knowledge of risk management and enterprise risk management principles
  • Experience and knowledge of project management; program planning, analysis and evaluation; policy development; and strategic or operational planning
  • Experience in leading teams and/or projects
  • Requires excellent organizational and written/verbal communication skills. Strong interpersonal, leadership, conflict resolution, group facilitation, analytical, critical thinking and problem-solving skills are required.
  • Knowledge of Microsoft Office 365 and other computer programs is essential.

Salary Range: $37.37--$46.73 per hour (UPSE Level 20)
