A Day in the Life of a Program Manager, Technical Services

The Program Manager, Technical Services is responsible for the delivery of accreditation services that meet customer needs and SCC requirements by acting as the lead assessor/assessors to perform assessment/inspection activities within programs of approved qualifications.

Additionally, serves as a subject matter expert during projects, training module development, and when addressing technical matters.

Your background

  • Undergraduate degree in science, engineering or equivalent combination of formal education, training and/or experience.
  • Minimum of 5 years work experience in an accredited laboratory or in a certification body environment.
  • Minimum 3 years work experience in conducting or leading external or internal audits.
  • Knowledge of validation/verification environments, including standards such as ISO/IEC 17029, ISO 14065 and ISO 14064-1/2/3.
  • Specialized knowledge of GHG technical sectors, SCC GHG accreditation programs (e.g., VCS, CFR, CORSIA).
  • Knowledge of certification bodies in forestry schemes, encompassing management systems and product, process, and service certifications.
  • Experience in verification and validation in GHG and in forestry.
  • Experience in the application of standards, regulations, and auditing techniques.
  • Experience in quality management system environment (e.g. ISO 9001).
  • Security level: Secret [See note 2]

Key Activities

  • Prepares, develops, and executes assessment/inspection plans for assigned activity, assesses customer readiness, verifies conformance and compliance to accreditation/recognition requirements and reports on same (issuance of nonconformities, etc.); evaluates the appropriateness of customer corrections and corrective actions and provides accreditation/recognition recommendations.
  • Performs independent accreditation reviews within areas of qualification and distinct from activities one assesses.
  • During the assessment to which he/she has been assigned as lead, manages both the process and the team members involved in the assessment/inspection, surveillance audits and reassessments of customers (initial or other) to ensure that they meet established accreditation, sector scheme, and regulatory requirements from a broad range of regulatory entities and industry sector scheme owners.
  • When assigned as a member of the team, verifies conformance and compliance to accreditation requirements and reports on same evaluates the appropriateness of customer corrections and corrective actions. Prepares the appropriate reports according to established standards.
  • Acts in a professional, impartial, fair and diligent manner to ensure integrity and effectiveness of the conformity Assessment/Inspections process.
  • Prepares timely and thorough reports on the assessment activities, such as desk reviews, on-site office/witness assessments, remote assessments, extraordinary visits, other investigations, evaluations, etc.
  • Leads or participates in technical projects such as producing assessment documents, training materials and relevant supporting documents.

Note 1: Priority will be given to Canadian citizens and permanent residents.

Note 2: SCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints.
