Program Manager - Operations and Arrivals (Contract)

Job Summary
As a Program Manager with Immigration and Settlement Service at Catholic Social Services in Edmonton, you will be responsible for overseeing day-to-day operations, including leading, managing, supervising, coordinating, and evaluating the delivery of several programs and services for refugees, immigrants, temporary foreign workers, and other newcomers in Edmonton.
Your excellent verbal and written communication skills in English, advanced proficiency and technical skills with various computer applications, client information and data management systems, and social networking tools will assist you in preparing funding proposals and applications, budgets, and statistical and narrative reports.
Job Duties:
- Managing multiple programs and services related to receiving and serving refugees during their first year in Canada, including planning and development, implementation, monitoring, evaluation, program sustainability, and risk management.
- Coordinating arrival information and ensuring seamless support from airport to temporary accommodation.
- Ensuring successful client connections with broader systems and services, such as financial, housing, education, health, and employment.
- Overseeing ongoing communication and reporting of funder-driven information.
- Supervising administration of standardized triage and assessment tools, data collection, and management.
- Producing accurate and timely narrative and statistical program reports.
- Maintaining organizational standards focusing on outcomes, service quality and improvement, performance measurement, and client satisfaction.
- Maintaining up-to-date knowledge of newcomer and community needs and trends, government programs and policies, relevant legislation, and regulations.
- Building strategic partnerships and collaborations with key stakeholders at the local, regional, and national level to further support the delivery of programs and services.
- Leading human resource management such as assisting with recruitment, managing multiple teams and resources, providing training, direction, support, and staff evaluation.
- Contributing to funding grants and proposals, including developing budgets, to ensure the continuous delivery of services for newcomers.
- Managing programs’ budgets in compliance with funders’ and the Agency’s requirements to ensure solid financial management and accountability.
- Working with other program managers and senior management of Immigration and Settlement Service to support seamless service delivery.
- Participating and supporting various intra-agency initiatives and committees.
Education and Qualifications:
- Master’s Degree in Education/Social Sciences/Social Work or equivalent.
- 3-5 years of supervisory experience.
- Experience working with newcomers in Canada is an asset.
