Job Summary:

Reporting to the General Manager, Toronto Employment and Social Services, the Manager, Equity, Diversity, and Inclusion will lead a unit of professionals responsible for managing and providing leadership on Divisional priorities related to poverty reduction, Truth, Justice and Reconciliation, confronting anti-Black racism, Communities of Inclusion, and other equity, diversity and inclusion practices for Toronto Employment & Social Services clients and staff. The Manager will work closely with Senior Management and interface with City staff and external stakeholders to champion diversity, equity, and inclusion (EDI).

Major Responsibilities:

  • Leads the development and execution of comprehensive strategies, providing key policy recommendations to address/meet the unique requirements of Equity, Diversity and Inclusion initiatives/programs.
  • Manages, motivates and provides clear direction and leadership to EDI Unit staff to ensure effective teamwork, high standards of work quality, organizational performance, continuous learning, engagement, collaboration and encouragement of innovation.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Prepares analysis reports for, and provides strategic advice to, the Division Head and Senior Management Team on Divisional issues, reports, projects and related matters, and leads strategic planning initiatives for the Division.
  • Develops, recommends, and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Supports the Budget team with developing equity impact assessments relating to annual Operating and Capital budget submission.
  • Collaborates with the People and Equity Division to ensure alignment to corporate mission, goals, and strategic direction, including Equity and Human Rights, Talent Acquisition Units and Workforce Equity to incorporate diversity and inclusion goals into Toronto Employment Social Services strategies and initiatives.
  • Leads, develop and manage a Toronto Employment and Social Services multi-year Divisional strategy and action plan to build, promote and embed equity, diversity, and inclusion goals in all facets of the Division.
  • Manages, leads, implements and evaluates innovative equity, diversity and inclusion initiatives, tools and resources across all Divisional Units and offices through the provision of education and advice.
  • Develop and implement an accountability framework to communicate, monitor the implementation of, and evaluate progress of Divisional action plans and strategies to demonstrate impact, identify innovations and best practices, and support continuous improvement.
  • Leads, develops, maintains and updates existing Divisional plans and strategic documents, including the TESS Confronting Anti-Black Racism Action Plan, Diversity and Talent Management Plan, etc.
  • Collaborates and builds positive relationships with the Indigenous Affairs Office, Confronting Anti-Black Racism Unit, People & Equity Division, other Divisions, and subject matter experts to develop and deliver progressive learning on topics related to Indigenous awareness and understanding, promoting accessibility, confronting anti-Black racism, gender equity, diversity, inclusion and human rights, and others.
  • Ensures Divisional alignment to corporate priorities, strategies and plans related to equity, diversity, and inclusion, including but not limited to Truth, Justice and Reconciliation and confronting anti-Black racism through ongoing engagement with various TESS units and offices to support the ongoing building of equity knowledge and capacity.
  • Provides strategic advice and recommendations, operational support, and professional judgment on complex and contentious issues for the Division's Senior Management Team with aim to ensure equity, diversity and inclusion practices are considered and incorporated into Divisional service delivery and service planning efforts to improve client access.
  • Develops and socializes the use of new and existing resources and tools (e.g., equity assessment tool) to assist units and operations with considering, centering, and evaluating equity considerations into Divisional project development, implementation, and management.
  • Provides consultative supports to local offices and Divisional units to support development of Equity knowledge and application of principles in new and existing policies, staff training and professional development.
  • Provides consultative supports for Communities of Inclusion Supports the development and reporting of the Division's key performance indicators (KPIs), and service standards related to equity initiatives with goals of improving service delivery, customer service and data collection.
  • Supports the use of disaggregated socio-demographic data to inform strategic planning, service planning and service delivery.
  • Deals with confidential and sensitive information affecting the Division's staff, operations and resources and the operating Divisions supported.
  • Prepares strategic analysis reports for the Division Head on Divisional issues, reports, projects, and related matters.
  • Develops and implements effective issues management strategies, policies, and procedures, and provides direction and training to staff on appropriate responses and procedures.
  • Leads and manages an organized review of all Divisional policies, practices, guidelines, and processes to identify, address and mitigate inequities.
  • Conduct business process reviews to identify, analyze, and address process and system barriers that cause inequities as part of overall strategic approach in embedding and advancing equity, diversity, and inclusion across the Division.
  • Work with Divisional units to identify and introduce technology solutions and transformations that improve user access and experience.
  • Leads, develops and implements education and change strategies to advocate for and build Divisional awareness, capacity, and commitment to ensure equitable outcomes for clients and staff.
  • Leads forums and sessions to build staff capacity, create opportunities for staff to learn, grow and develop.
  • Represents the Division at corporate equity-related committees, working groups, communities of practice. Attends and provides updates at corporate meetings (e.g., CABR City Leads, Interdivisional Equity Advisory Committee, Indigenous Affairs Community of Practice, etc.).
  • Deals with confidential and sensitive information affecting the Division's staff, operations and resources and the operating Divisions supported.

Key Qualifications:

  • Post secondary education in a relevant professional discipline or a related field, or an equivalent combination of education and experience.
  • Lived experience as an Indigenous, Black or any other equity-deserving person and/or significant experience working and partnering with Indigenous, Black and/or other equity seeking communities and organizations to address social inequities and advance change.
  • Extensive project management and change management experience in leading complex equity-based projects from inception to completion.
  • Demonstrated leadership and experience in managing, developing and successfully implementing equity, diversity and inclusion policies, programs, and initiatives within a large public or private sector organization.
  • Extensive experience leading diverse staff to support the ongoing coaching, development, and engagement of a cooperative and high-performing team.
  • Highly developed sense of discretion, judgement, and political acumen to deal with sensitive and confidential issues with an emphasis upon Human Rights and Anti-Harassment and Discrimination.
  • Considerable experience developing, designing, and delivering stakeholder engagement and consultation activities with the ability to build effective networks and partnerships with a broad spectrum of diverse stakeholders.
  • Knowledge of reconciliation, anti-Black racism, equity and inclusion, and issues impacting equity-deserving communities (i.e., 2SLGBTQ+ people, People living with a disability, Racialized People, Newcomers, Undocumented Residents, etc) in Toronto.
  • Ability to foster a Divisional culture that emphasizes high professional, ethical standards as well as equity and human rights principles to support public service excellence.
  • Self-starter with an ability to manage the unit’s priorities and initiatives with minimal supervision.
  • Strong engagement, facilitation and communication skills, and the ability to lead strategic briefings to the Senior Management Team.
