Work Arrangements:
Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

The Role

We are looking for Program Advisors to join NRC IRAP’s National Practices Delivery team, which is currently responsible for delivering programming in cybersecurity, intellectual property (IP), artificial intelligence (AI) and business innovation (BI). Advisors will be people who share our core values of Integrity, Excellence, Respect and Creativity.

Reporting to the Manager, National Practices Delivery, each incumbent will be responsible for delivering key client-facing national programs, including:

1. Contributing to the development and implementation of operational policies and processes to support effective program administration.
2. Employing sound project management practice to ensure programs are meeting their mandates and delivering against their budgets.
3. Regularly and concisely communicating program progress and status to internal stakeholders.
4. Working collaboratively with multidisciplinary teams, non-government and other government groups to meet program objectives.

Education

Degree from a recognized university relevant to the duties of this position.

Experience

1. Experience in the research and analysis of program and policy issues, complex situations/documents.
2. Experience developing succinct written briefing materials, recommendations and providing advice to management.
3. Significant* experience working in private sector companies focused on developing and commercializing technology-based products or services.
4. Experience managing projects or programs and conducting related performance analyses.
5. Experience in building and maintaining stakeholder relationships within and across organizations.

For this position, the NRC will evaluate candidates using the following competency profile: Management Services.

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The intent of this hiring action is to staff this position at the RCO-2 or RCO-3 level, which is an early to mid-career level position with a salary range of $82,338 to $136,871.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
