The Procurement Services within the Supply Chain Management is currently seeking a Full-time Regular Procurement Manager.

The Supply Chain Management Department (SCM) is responsible for the procurement and distribution of materials and services as well as the development and control of contracts relating to said procurements, in support of the University of Calgary's day-to-day operational requirements and major capital construction activities. This position guides and facilitates cross-functional teams, working closely with the Managers to execute strategic sourcing projects across various business units of the University. Identifies and implements business process improvements with external suppliers. Reporting to the Associate Director, Procurement Services, this role provides leadership, operational expertise, and guidance to a specific group within SCM. The Procurement Manager is responsible for the hiring and performance management of several AUPE staff.

Summary of Key Responsibilities (job functions include but are not limited to):

  • Responsible for hiring, promoting staff development and providing performance reviews for all direct reports.
  • Responsible for the direction and leadership of staff.
  • Analyze and prioritize workload among staff as required.
  • Develop, implement and evaluate the University's contractual requirements.
  • Develop an in-depth understanding of University/departmental policies and procedures, assists in the development of SCM department policies and procedures and recommend changes as required to meet the needs of the University community.
  • Build strong working relationships with internal and external customers, demonstrating a high level of proficiency of SCM business practices.
  • Conduct regular vendor and third-party monitoring, as per contract requirements and University policies.
  • Develop and maintain KPI and monitoring controls.
  • Ensure procurement legislation is followed by buyers and vendors.

Qualifications / Requirements:

  • A University Degree in Management or Business, or completion of SCMP program. An equivalent combination of work experience and education may be considered.
  • 3-5 years of relevant experience.
  • 1-3 years leading and supervising a team.
  • Knowledge of Supply Chain Management and Purchasing best practices.
  • Excellent communication, strategic thinking, organizational, analytical and interpersonal skills.
  • Strong negotiation skills and a thorough knowledge of contractual terms and conditions supplemented with a working knowledge of Contract Law and the Law of Competitive Bidding.
  • Team leader with the ability to build consensus, productivity within teams and develop teamwork at all levels of the organization.
  • Able to drive and facilitate change.
  • Able to deal with shifting priorities and remain professional in stressful situations.
  • Capable of multi-tasking and remaining calm in an environment with constant change.
  • Able to deal with private and/or sensitive information in a confidential manner.
  • In-depth knowledge of PeopleSoft Procure-to-Pay and Financials (Accounts Payable, Purchasing and Expenses) is an asset.
  • Strong knowledge of computer applications including Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
