POSITION SUMMARY

Reporting to the Director, Legal, the Procurement Manager is responsible for overseeing and managing supplier, subcontractor and vendor relations, overseeing the setup, maintenance, and reporting of the tender process per project; ensuring price optimization, as well as providing guidance on sourcing and procurement processes while adhering to the company's policies and procedures on supply chain management. Works closely with multiple departments: Estimating, Pre-Construction, Legal, Project Management, Site Management and Accounting, as well as regular communication with the vendors, suppliers, and trades across all projects.

KEY RESPONSIBILITIES

  • Promote the effective function of Multiplex's Central Procurement department by adding value to our project management staff.
  • Provide recommendations to project management staff on the most cost-effective vendors, suppliers, or subcontractors to engage in a sole-source negotiation or competitive tender process with.
  • Leverage use of technology to streamline efficiencies and interactions with stakeholders.
  • Develop procurement strategies that are inventive and cost-effective.
  • Source and engage reliable subcontractors, suppliers, and vendors.
  • Negotiate with subcontractors, suppliers, and vendors to secure advantageous terms.
  • Review existing contracts with subcontractors, suppliers, and vendors to ensure ongoing feasibility.
  • Build and maintain long-term relationships with subcontractors, vendors, and suppliers.
  • Engage and monitor the trade pre-qualification process.
  • Keep trade database current at all times with key subcontractors, vendors and supplier contact details, key discussions, and negotiations.
  • Perform risk assessments on potential contracts and agreements.
  • Control the procurement budget and promote a culture of long-term saving on procurement costs.
  • Perform risk management report for supply contracts and agreements.
  • Track and report key functional metrics to reduce expenses and improve effectiveness, including coordinating with each project team to ensure compliance with company policies (following purchase order and authority to let processes).
  • Collaborate with key persons to ensure clarity of the specifications and expectations of the company.
  • Prepare procurement reports and project tender tracking reports.
  • Generate weekly tender variance/projections report to Senior Management.
  • Enforce timely tender issuance.
  • Understand, review, and improve the trade scope of work per tender/contract.
  • Maintain company's trade scope database current at all times.
  • Work closely with accounts payable department to ensure timely payment of vendor accounts.
  • Support estimating department with accurate vendor pricing.
  • Monitor and review Tender Analysis process.
  • Enforce proper project document control and keep the information current.
  • Provide guidance and support to Site staff for all system-related inquiries.
  • Run ad hoc reports as required.
  • Monthly reviews with accounts payable.
  • Management of direct report(s).
  • Audit vendor accounts and outstanding balances as needed.

EDUCATION & EXPERIENCE

  • Bachelor's degree or construction-related diploma.
  • 5 years of relevant construction background.
  • In-depth knowledge of preparing and reviewing trade scopes, invoicing, and negotiation terms.

  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).

  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Fast paced, dynamic and innovative work environment.
  • If visiting a project site, high possibility of exposure to hazardous materials.
