Reporting Relationship
The Privacy, Data & Health Informatics Officer (PDHIO) will work under the direction of the Health Services Department Manager.

Position Summary
Reporting to the Department Manager, the Privacy, Data & Health Informatics Officer (PDHIO) is responsible for supporting M’Chigeeng Health Centre (MHC) in their quality improvement planning, decision making, and implementation activities. This includes assisting in driving change regarding MHC’s Clinical, Peer Support and Outreach, and Family Resources staff. The PDHIO will support teams in the implementation of data quality initiatives, improving the flow and use of information, and developing queries and analytical products that support boards and leaders in their quality improvement goals and clinical process change. The PDHIO is also expected to participate in broader data harmonization initiatives and champion the use of data and performance analytics within M’Chigeeng First Nation’s community health and support initiatives.

Essential Functions
The PDHIO is responsible for compliance with MFN’s Privacy Policy and adherence to PHIPA. Responsibilities include educating employees about data compliance, training staff involved in processing data, and conducting regular security audits. The PDHIO serves as the main point of contact between the organization and relevant data protection authorities.

  1. Serve as the main point of contact within the organization for staff members, regulators, and relevant public authorities on issues related to data protection.
  2. Ensure that company policies are in compliance with codes of practice such as GDPR (General Data Protection Regulation) and PHIPA (Personal Health Information Protection Act).
  3. Evaluate the existing data protection framework to identify areas of non-compliance and rectify any issues.
  4. Devise training plans and provide data protection advice to staff members.
  5. Inform and advise the data controller or data processor on all matters related to data protection.
  6. Promote a culture of data protection and compliance across all units of the organization.

Roles and Responsibilities
Work with a steering committee and stakeholders to build decision support capacity. Be a subject matter expert in data integrity and lead the analysis of data quality issues, using problem-solving methodologies to recommend corrective and preventative action. Collaborate closely with multi-disciplinary teams engaged in quality improvement, helping to identify performance measurement information and data quality needs. Design, test, and deploy tools and processes for extracting and managing performance data. Identify gaps in data availability and define and implement solutions to close the gaps. Support the work of boards and quality improvement committees in the development and implementation of quality improvement plans. Provide consultative and analytical support regarding the collection, interpretation, analysis, and presentation of data to help teams ensure that clinical information management practices support best practice standards. Act as a change agent and coach to inter-disciplinary teams on data management and performance measurement. Create effective working relationships with multiple teams and manage data quality, business process improvement, report development, and other projects using effective project management practices. Work with peers across the region on standards development and data harmonization priorities. Conduct analysis and develop reports and presentations using statistical reporting packages and present this information to a variety of audiences. Monitor and evaluate clinical information system functionality from a user and decision support perspective. Provide expert advice and educate employees on important data compliance requirements. Draft new and amend existing internal data protection policies, guidelines, and procedures in consultation with stakeholders. Deliver training across all business units to staff members involved in data handling and processing. Conduct audits to ensure compliance and address potential issues. Maintain records of all data processing activities of the business. Serve as point of contact for data protection authorities. Provide Privacy Report to the Department Manager when requested.

Qualifications and Requirements
Post-Secondary Degree or Diploma in Business, Office Administration, or a related field. Minimum of two years’ work experience in a relevant administrative position in a First Nation administrative capacity. Understanding of Personal Health Information Protection Act (PHIPA). Previous experience in the administrative field is an asset. Excellent research and analytical skills, advanced word processing, and internet usage. High proficiency in Microsoft Office and other software applications. Excellent verbal and written communication skills, and time management and organizational skills. A conscientious worker who pays attention to detail and can work with minimal supervision. Valid driver’s license and reliable vehicle properly insured. Ability to maintain a high level of confidentiality. Knowledge and/or experience with the culture, history, and customs of the Anishnaabe. Understanding and fluency in Ojibwe or willingness to learn is an asset. CRC required - thirty (30) days current, certified copy, or original.
