Western Canada Lottery Corporation (WCLC) is focused on managing, distributing, and operating lottery and gaming activities for its member provinces: Alberta, Saskatchewan and Manitoba with the Yukon, the Northwest Territories and Nunavut as associate members. WCLC continues to evolve in response to the changing gaming landscape, driving new lottery products, expanding distribution channels, and leveraging emerging technologies to enhance player and employee engagement.

To continue building on its success, the organization is searching for a President & CEO to lead its next phase of growth. The successful candidate will be a versatile, strategic leader with a passion for innovation, revenue generation, and stakeholder collaboration. Reporting to and working closely with the Board of Directors, the President & CEO will be responsible for executing and operationalizing WCLC’s strategic plan, driving modernization initiatives, and fostering strong relationships with key stakeholders, including provincial governments, the Interprovincial Lottery Corporation (ILC), vendors, and the public.

The ideal candidate for this executive role will be a creative and strategic leader with a proven ability to anticipate industry trends and position WCLC for long-term success. This individual will bring innovation, adaptability, and a commitment to fostering a culture of continuous improvement. With a leadership approach rooted in transparency, collaboration, and transformational change, they will drive strategic vision, operational excellence, and sustainable growth.

Leadership Responsibilities:

Strategic Leadership & Revenue Growth

  • Work with the Board to develop and maintain a forward-looking strategic plan, ensuring effective implementation and measurable progress.
  • Drive innovation and modernization, introducing new products, technologies, and revenue streams.
  • Lead a strong operations function, cultivating a culture of excellence, collaboration, and continuous improvement across the organization.

Innovation & Technology Transformation

  • Lead digital transformation as part of the organization’s strategy to drive growth, efficiency, and competitive advantage.
  • Harness emerging technologies and data-driven insights to reimagine operations, enhance the gaming experience, and unlock new business opportunities.
  • Foster a culture of innovation, agility, and continuous improvement across teams and platforms.
  • Ensure technology assets and gaming products are developed and protected to maintain gaming integrity and protect organizational reputation.

People & Organizational Leadership

  • Provide strategic and operational leadership to a multi-site organization, fostering a culture of accountability, empowerment, and high performance.
  • Translate strategic direction into action, driving change and ensuring the organization remains adaptive, efficient, and future-focused.
  • Lead a cohesive, resilient senior team that models trust, clarity, and collaboration to support innovation and organizational growth.

Revenue & Product Development

  • Monitor and maintain relevance of gaming products to align to current consumer preferences.
  • Identify and develop new revenue-generating opportunities.
  • Advance product management, branding, and channel distribution strategies.
  • Strengthen WCLC’s digital presence and customer engagement strategies.

Regulatory & Stakeholder Engagement

  • Ensure WCLC remains compliant with all relevant regulatory frameworks.
  • Build and maintain relationships with provincial regulators, gaming commissions, and government bodies.
  • Serve as the public face of WCLC, advocating responsible gaming and corporate integrity.
  • Represent and advocate for interests of the WCLC as a member of the Interprovincial Lottery Corporation (ILC) who manages national lotteries and gaming activities.

Your Background & Experience

  • 10+ years of senior leadership experience at an executive level.
  • Proven ability to drive revenue growth and innovation.
  • Strong product management and branding expertise, ideally within a consumer-focused sector.
  • Experience leading transformational change, including digital and technology-driven initiatives.
  • Familiarity with regulatory frameworks governing gaming and lottery operations is an asset.
  • Exceptional relationship management skills with the ability to navigate government and industry partnerships.
  • Strong financial acumen, including experience managing large budgets and organizational P&Ls.
  • Customer-centric, understanding market needs and enhancing customer experience.
  • Experience in industries such as gaming, technology, financial services, or entertainment is highly desirable.
