Job description

National general contractor who offers full-service construction for building projects is experiencing growth and seeking a Pre-Construction Manager to join their team in Vancouver, BC, Toronto, ON, and Edmonton, AB. Salary range is $150,000 – $180,000. Outpost Recruitment is excited to work with our client on this full-time permanent role.

Responsibilities of Pre-Construction Manager:

  • Provide strong leadership to the estimators’ team, and monitor their performance on a continuous basis.
  • Communicate clearly, concisely, and efficiently with own forces, clients, consultants, regulatory agencies, and other contractors.
  • Produce written correspondence and reports, and present at meetings.
  • Establish contract milestones and objectives, and communicate contract documents to all parties.
  • Plan, schedule, and present at internal and external meetings.
  • Respond to design/build and construction requests: interpret and respond to clients’ inquiries in a timely fashion.
  • Actively participate and lead in the design/build team meetings.
  • Review and understand contract documents.
  • Maintain a list of acceptable suppliers, carriers, and rental companies.
  • Keep abreast of technological changes in the industry.
  • Ensure material data is readily available and updated.
  • Work collaboratively in the Pre-construction and Operations teams.
  • Explore cost savings, constructability, design, and production duration options with the team.
  • Spearhead utilization of BIM on upcoming projects.
  • Input relevant project information into the database and provide a staffing matrix for planning purposes.
  • Communicate project objectives and important details to team members early.
  • Maximize on-the-job training opportunities for the Pre-construction team.
  • Coordinate workload and monitor team motivation.

Pre-Bid / Pre-Proposal:

  • Collect relevant information on prospective construction work and determine which jobs to tender.
  • Compile a checklist of all trade divisions.
  • Maintain a record of receipt and distribution of all proposal documents.
  • Study and understand plans, specifications, addenda, and construction conditions.
  • Conduct pre-consultation site inspections in conjunction with operations.
  • Brief senior management on market position and project advantages and disadvantages.

Bid / Proposal:

  • Take ownership of preparation, completion, and presentation of proposals.
  • Prepare a comprehensive tender/proposal submission.
  • Review and finalize bid submissions in consultation with the management team.

Post Bid / Post Proposal:

  • Address any project-related inquiries confidently and concisely.
  • Prepare and present project budgets and proposals.
  • Communicate the scope of the estimate to the project management team.
  • Analyze projects to realize cost savings through re-design.
  • Lead and participate in post-tender negotiations.

Quantity Take-Off:

  • Maintain standard procedures for all estimating work.
  • Measure quantities from bid documents.
  • Coordinate and effectively communicate with subcontractors/suppliers.
  • Prepare a take-off summary for management review.

Tendering & Review:

  • Solicit for trade proposals, analyze, and level all proposals.
  • Explore options and cost savings.
  • Meet with subcontractors to discuss proposals.
  • Assist with trade and prime contracts.
  • Manage project design documents and related correspondence.

Costing:

  • Estimate labour unit costs using historical data.
  • Determine equipment requirements.
  • Compile unit costs for materials, labour, equipment, and GCs.
  • Assist in preparation of construction schedules.
  • Calculate contractor’s costs and compile miscellaneous costs.

Education / Experience of Pre-Construction Manager:

  • Post-secondary degree or diploma in construction/engineering.
  • 7+ years of experience in estimating.
  • Able to read and interpret building specifications and blueprints.
  • Mathematical and analytical skills for material and labour estimates.
  • Strong working knowledge of Microsoft Excel, Word, Outlook, and Adobe.
  • Good understanding of current market conditions.
  • Effective verbal communication and listening skills.
  • Good time-management skills.
  • Collaborative in dealing with customers and fellow employees.
