Job Title: Police Services Board Policy Analyst/Writer
Reports To: Thunder Bay Police Services Board
Location: Thunder Bay
Employment Type: Part-time contract

Position Overview:
The Police Service Board Policy Analyst/Writer is responsible for researching, developing, and reviewing policies that guide the operations and governance of police services. This role involves drafting policies that are aligned with legal frameworks, ethical standards, and community needs while ensuring compliance with the Community Safety and Policing Act (CSPA) and other relevant legislation. The Analyst/Writer works closely and supports board committees, and community stakeholders to ensure that policies promote transparency, accountability, and public safety.

Key Responsibilities:

  1. Policy Development
    1. Research, draft, and recommend policies for review by the Police Services Board.
    2. Ensure all policies align with legal standards, ethical guidelines, and community safety needs.
    3. Review and update existing policies in accordance with new legislation or emerging issues.
  2. Research & Analysis
    1. Conduct thorough research on policing, criminal justice trends, public safety concerns, and legal requirements.
    2. Analyze data such as crime statistics and feedback from stakeholders to inform policy decisions.
    3. Evaluate the impact of proposed or existing policies on law enforcement and the community.
  3. Stakeholder Engagement
    1. Collaborate with law enforcement, community leaders, government representatives, and advocacy groups.
    2. Ensure that community perspectives and public interest are considered in policy development.
    3. Present reports, briefings, and policy recommendations to the Police Services Board.
  4. Policy Writing & Documentation
    1. Collaborate with the members of the Governance Committee to draft clear, concise, and legally sound policy documents
    2. Ensure policies are understandable for the board and the public.
    3. Prepare official reports, strategic plans, and documentation that outline policy objectives and outcomes.
  5. Advisory Role
    1. Provide expert advice to the Police Services Board on policy matters related to governance of policing.
    2. Keep the board informed of new developments in legislation and policing standards.
    3. Advise on risk management and compliance to mitigate liabilities.
  6. Compliance & Evaluation
    1. Ensure all board policies comply with the CSPA and other relevant legislation.
    2. Monitor the implementation and effectiveness of policies within the police service.
    3. Collaborate with legal experts to ensure ongoing legal compliance.
  7. Indigenous Governance & Relationships
    1. Integrate Indigenous governance structures and worldviews into policy development.
    2. Build and maintain respectful relationships with Indigenous communities to reflect their perspectives in policies.
    3. Support reconciliation efforts through alignment with the Truth and Reconciliation Commission’s Calls to Action.
  8. Administrative Support
    1. Set meetings and agendas with the respective Chairs for the Governance and Labour Relations Committees and other committees as required
    2. Communicate with committee chairs, prepare meeting minutes, and track action items.
    3. Coordinate and schedule policy reviews as directed

Qualifications:

  • Bachelor’s degree in public policy, Social Science, Criminal Justice, Law, or a related field.
  • Strong research and analytical skills, with the ability to synthesize complex data.
  • Proficiency in policy writing and technical communication.
  • Knowledge of laws governing police work, public safety, and municipal governance.
  • Experience working with diverse community stakeholders.
  • Familiarity with Indigenous governance and worldviews is an asset.
  • Must live in Canada be able to work in Canada
