Economic Strategy Division

The Economic Strategy Division is focused on ensuring strategies and related policies are developed with a broad economic lens and line of sight to economic growth and job creation. The division leverages stakeholder intelligence, robust economic principles and advanced data analytics to formulate effective strategies that support job creating investments in Alberta.

Economic Policy and Investment Competitiveness Branch

The Economic Policy and Investment Competitiveness Branch supports industry growth by developing economic policy, identifying industrial opportunities and working with stakeholders to develop and implement initiatives that further broad-based industry competitiveness and diversification.

Industry Competitiveness and Policy Unit

The Industry Competitiveness and Policy Unit contributes to the development of a competitive economic environment to support industry growth and diversification. This includes developing policies, strategies, and initiatives focused on supporting and growing Alberta's primary, enabling, and nascent industries in order to create jobs, attract investment, and diversify the economy.


Role Responsibilities

We are hiring two Policy Analysts: one to report to the Manager of Economic Competitiveness and the other to the Manager of Industry Policy. The primary responsibilities for the Policy Analyst position include:

  • Conduct research to identify issues, trends, drivers, best practices, and opportunities related to industry growth and competitiveness in Alberta.
  • Ability to scope and perform jurisdictional, market, economic, statistical and data research and analysis.
  • Identify opportunities to stimulate economic growth, diversification and resiliency, by enhancing opportunities for Alberta's industries.
  • Prepare strategic and policy advice and recommendations on a range of economic topics and issues including those related to industrial supports, and projects within the scope of the division's priorities.
  • Provide quantitative and qualitative analysis that contributes to the development and design of programs and initiatives.
  • Support the development of program policy options and recommendations that are well researched, well analyzed and clearly presented to enable senior officials to make effective decisions.
  • Collaborate with team members to support policy development and analysis.
  • Provide support in preparation of internal and external reports, presentations, briefings, and communications.

Qualifications

University graduation in Business, Economics, Public Administration, Economic Development or in a related field no experience required; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

The Policy Analyst position requires the following knowledge and experience:

  • Experience in supporting strategic planning and policy development
  • Experience in preparing supporting materials for options analysis, reports, briefings, and presentations
  • Knowledge of relevant legislation, regulations, and policies at the federal, provincial, and municipal level that impact the industrial economy. Knowledge of related public/non-profit programs related to economic, industry, and business development
  • Understanding of key issues that face Alberta's industries and factors that drive economic development and industry competitiveness in Alberta
  • Experience in policy and program assessment or stakeholder engagement are strong assets
  • Excellent project management knowledge and experience
  • Possess detailed understanding of economic development concepts and matters
  • Possess a big picture systemic approach to assess impacts and conclusions through research and analysis
  • Strong relationship building and some stakeholder engagement experience
  • Knowledge of policy and program development frameworks

This competition is for two positions based in Edmonton, offering a work schedule of Monday to Friday, totaling 36.25 hours per week.

Work location is Commerce Place,10155 102 St NW, Edmonton, AB T5J 4G8.
