Job Title: Police Constable – Experienced Officer
Position Title: Full-Time Police Constable
Reports to: Police Sergeant
Weekly Hours: 40
Department: Springfield Police
Wage: $72,904 to $88,708 per annum
Position Summary
The Police Constable reports directly to the Police Sergeant and is responsible for enforcing the Criminal Code and other Federal and Provincial Acts as well as Bylaws of the Rural Municipality of Springfield. The Police Constable is also responsible for the duties incumbent of all police officers in Manitoba found in S. 25 of the Police Services Act.
Primary Responsibilities
Listed below are the primary responsibilities of a Constable as outlined in Section 25 of the Manitoba Police Services Act:
- Preserving the public peace.
- Preventing crime and offences against the laws in force in the Municipality.
- Assisting victims of crime.
- Apprehending criminals and others who may lawfully be taken into custody.
- Executing warrants that are to be executed by peace officers and performing related duties.
- Laying charges and participating in prosecutions.
- Enforcing Municipal by-laws.
- Performing other duties as directed by the Police Chief.
Minimum Qualifications
- 18 years of age.
- Canadian Citizen or Permanent Resident (Landed Immigrant).
- Grade 12 Diploma; G.E.D. Certificate; or equivalent.
- No involvement in any criminal activity within the last two years (including illegal drugs).
- No criminal record for which a Pardon has not been granted.
- Valid Class 5 Driver’s License (Full).
- Satisfactory Driver’s Abstract.
- Must meet current Springfield Police Service vision standards.
- Must meet current Springfield Police Service hearing standards.
Preferred Qualifications
- Post-secondary education.
- Demonstrated commitment to the community through volunteer experience.
- Police-related work or volunteer experience.
- Stable work history involving a position of leadership, responsibility and trust.
- Work and/or volunteer experience involving significant interaction with the public.
- Knowledge of a second language or culture.
Experienced Officer Requirements
- Must have been, or currently is, a sworn police officer with full constable status serving with a Canadian municipal or provincial police service, or with the RCMP.
- Must have been a police officer within one year of application if they have less than five (5) years of previous police experience; or have been a police officer within two years of application if they have five or more years previous police experience.
- Have a minimum of two (2) years of continuous police service post training.
- Be eligible for an honourable discharge from the police service of which they are currently a member.
- Valid Manitoba Class 4 or equivalent Canadian driver’s licence.
- Valid Standard First Aid and CPR & AED certificate.
- Must pass a Government of Canada security clearance investigation.
Knowledge
- Knowledge of crime prevention and law enforcement techniques, trends, and solutions.
- Knowledge of Criminal Law and other Federal and Provincial Acts.
- Knowledge of relevant legislation and policy regarding public safety.
- Knowledge of best practices in policing.
- Knowledge of current law enforcement administrative standards.
- Knowledge of civilian governance structures is preferred.
Experienced Officer Applications
Applicants that are presently employed as Canadian Police Officers and have successfully completed recruit training at a major center in Canada may be eligible to apply for experienced officer entry. To qualify candidates must meet the Springfield Police Service minimum standards. They must also submit all required application documents; must be eligible for an honorable discharge from their current place of employment.
A successful Experienced Officer candidate must satisfactorily complete a probationary period commencing on employment and ending one year after completion of academic/field training; and must have no major disciplinary convictions during employment as a police officer, and no outstanding internal investigations at the close of the competition.
Selection Process Summary
Advancement through the selection process is dependent upon successfully completing each stage. Additionally, be aware that the application process is a competitive exercise. Your qualifications will be examined and measured against all other applicants in the process of judging your overall competitiveness for selection.
- Resume evaluation: Resumes and Letters are reviewed to ensure candidates meet the basic requirements.
- Completion of Application Package: Successful Candidates will be provided an application package to complete including hearing and vision examination tests.
- Initial Interview: Structured Interview surrounding the core competencies of the Springfield Police Service. Questions will be formatted using the S.T.A.R. (Situation, Task, Action, Response) format.
- Background Investigation: A comprehensive background investigation on successful candidates will then take place. Record and reference checks will be conducted to confirm application information and candidate character.
- Personal Disclosure/Background Interview: Interview will be structured around information learned from the Personal Disclosure Questionnaire and the background investigation. Applicants may be requested to supply fingerprints at this time.
- Final Selection: Candidate(s) approved for hiring is/are selected. ALL remaining candidates are notified.
Termination of Application Policy
If a candidate’s application is terminated at any stage, due to competitive standards not being met, a new application is necessary to re-enter any future competition. Candidates’ applications may be terminated, without appeal, at any stage of the selection process due to the applicant’s inability to compete with other applicants.
