PM-Project Manager- Canada

The Ministry of SaskBuilds and Procurement (SBP), Information Technology Division (ITD), Project Management Office (PMO), on behalf of multiple Ministry clients, is looking for a project manager with extensive project management experience.

This resource will be required to manage any of the following projects on behalf of our Ministry clients once approved through the governance process:

1. Property Management Contractor Sourcing Project: This project involves the establishment of a centralized system of notifying contractors of new opportunities. The project also includes, but is not limited to:
1. Changes to information technology (IT) and infrastructure.
2. User adoption and organizational change management.
3. Integration into large financial and other systems.
2. Agreement Management Solution Project: This project involves the replacement of a legacy application used to manage agreements for ministry clients. The project includes, but is not limited to:
1. Implementation of a new agreement management system to replace a legacy system.
2. Changes to information technology (IT) and infrastructure.
3. Organizational change management.
4. Integration into large financial and other systems.

The Project Manager will be expected to work with the preferred external vendor (if applicable) along with all GOS stakeholders (IT Division of SaskBuilds and Procurement, IT service partners, and the various Ministry branches and executives) to deliver the ministry project and deliverables. The Project Manager will be required to have exceptional relationship-building, communication, and facilitation skills with previous experience demonstrating the ability to understand and support digital, online public-facing citizen services delivered by government.

Within the Project Management Office, Project Managers are responsible for applying the existing project management methodologies and processes to ensure the successful completion of project goals within identified schedule and budget constraints. Additionally, Project Managers are encouraged to participate in establishing management methodologies, practices, and procedures which further enhance the existing Information Technology Division project management framework.

THE DELIVERABLES

The successful individual will be an integral part of the Ministry Project Management Team and will be responsible for, but not limited to, the following duties:

1. Develop the terms of the Detailed Project Plan in consultation with the Project Leadership Team.
2. Produce the Project Plan and gain Project Sponsor approval.
3. Ensure the project is undertaken in accordance with the standards, processes, and documentation which follow Project Management Institute (PMI) standards.
4. Produce deliverables on time, within budget, and to specification ensuring project objectives are met.
5. Ensure the work products and deliverables are completed in compliance with technical standards.
6. Facilitate integration of project touch points (interconnections) across related projects if required.
7. Monitor and report on project performance: scope, schedule, cost, and quality of project deliverables.
8. Identify, monitor and manage risks related to the delivery of the project.
9. Provide timely communications and reporting regarding projects risks, issues, and concerns to the team, Project Sponsors, and relevant stakeholders.
10. Organize and facilitate multi-stakeholder workshops, meetings, and prepare presentations.
11. Work collaboratively with Third Party Vendors and other Partners to include their delivery as part of the overall implementation plan.
12. Develop project change requests (scope, time, and cost) while negotiating and sharing financial implications and/or impacts with the Project Sponsor.
13. Identify changes to resourcing requirements.
