Job description

Title: Planning and Project Manager

Pay Grid: Project Manager Policy No. 69

Position Requirements:

  1. Post-secondary diploma in Civil Engineering or equivalent.
  2. At least 3 years' leadership and experience with major engineering projects and assets.
  3. Experience and working knowledge of municipal government and provincial and municipal policies, legislation, processes, and procedures as desirable.
  4. Preferred PMP and/or CET.
  5. Experience with municipal infrastructure & asset management.
  6. Must have demonstrated ability in dealing with the public verbally and through written communication.
  7. Must be very accurate and have keen sense of detail.
  8. Must have the ability to meet deadlines.
  9. Must have a work record and personal experience which would indicate self-motivation and the ability to work independently using sound judgment and appropriate decision making skills.
  10. Experience with municipal engineering drafting with Micro Station or AutoCAD including experience with Micro Station or OpenRoads or AutoCAD Civil 3D would be considered an asset.
  11. Experience with graphics software such as Sketchup or InDesign would be considered an asset.
  12. Experience with GIS software such as QGIS, ArcGIS, SWWM, Syncro, EMME, or WaterCAD would be considered an asset.
  13. Experience with the preparation and interpretation of tenders, request for proposals, contracts, and any subsequent awarding processing.

Responsibilities:

  1. Document all the project activities in accordance with PMBOK project management methodology.
  2. Oversee the maintenance of the Town's Asset Management Plan (AMP) and implement projects in correlation with the AMP.
  3. Prioritize expenditures of replacement/rehabilitation for Town assets and infrastructure including but not limited to roads, bridges/culverts, water mains, sewer, storm, fleet and facilities.
  4. Perform cost/benefit analysis and risk management analysis related to asset management when prioritizing capital planning and project recommendations.
  5. Assume lead role in infrastructure capital project management as well as supporting the Town in the multi-year Capital Plan including the development thereof, preparation of business cases and budgets.
  6. Support the Directors in the development, implementation and oversight for operational projects and establish in process for their delivery.
  7. Manage numerous projects ranging in size and complexity.
  8. Significant consultation and negotiation with other departments, contractors, consultants, and regulatory agencies will be required.
  9. Support the Directors in preparing and monitoring project budgets, council reports, tenders, pre-qualifications, and associated contract documents.
  10. Procurement and management of consultant and contractor services adhering to all Town policies and that project schedules and budgets are maintained.
  11. Manage the procurement and contract processes, including tender documents, review of proposals/bids, and make recommendations for acceptance of capital and operating projects.
  12. Prepare and interpret any planning-related processes, studies, and documents.
  13. Conduct construction coordination and administration, site inspections, change management and financial monitoring.
  14. Adhere to appropriate standards for proposed construction projects and review drawings/specifications compliance with all Alberta Transportation requirements and all Provincial and Federal Environmental acts and regulations.
  15. Negotiate and obtain agreements with utility companies and landowners as required to support road construction projects.
  16. Deliver notifications to landowners where the construction projects may cause inconvenience or inhibit access.
  17. Coordinate with all stakeholders including consultants, contractors, and internal resources to ensure project success.
  18. Develop detailed cost estimates based on sound technical knowledge and expertise.
  19. Monitor and report budgets and identify variances and year-end projections.
  20. The preparation of drawings for preliminary and detailed designs of various capital and maintenance projects.
  21. Preparation of mapping to support department and Town wide projects.
  22. Perform warranty management and coordinate the resolution and correction of issues and deficiencies during the warranty phase.
  23. Perform close out activities such as obtaining sign-off, conducting post-project evaluations, and capturing lessons learned.
  24. Performing other related duties as required.
