Salary Range: $5,825-$7,574 Monthly

Salary Supplement: 14%

Grade: MCP.05.

The Ministry of Energy and Resources is looking for a professional, collaborative, self-directed individual with strong interpersonal and communication skills to fill the two-year term position of Engineer, Pipelines and Regulatory Section (PRS). Reporting to the Manager of PRS, this position plays a key role within the area to provide expertise, advice, and direction related to the design, construction, operation, maintenance, and decommissioning of pipelines in Saskatchewan. We are looking for a person with a demonstrated commitment to the values of the Ministry of Energy and Resources related to teamwork, innovation, professionalism, integrity, and client focus.

The successful candidate must be a team player in order to both lead and collaborate to establish, build, and maintain positive working relationships. The person in this role will play a large part in the successful delivery of the pipelines programs. Duties/Responsibilities:

  • Contributing to the development, implementation, and ongoing improvement/maintenance of the pipelines and regulatory section programs, including manuals, policies, and procedures.
  • Independently evaluating and approving the design, construction, operation, maintenance, and decommissioning of oil and gas pipelines to ensure conformance with CSA Z662: Oil and Gas Pipeline Systems and Directive PNG034: Saskatchewan Pipelines Code.
  • Developing the ministry pipeline inspection standards and implementing a risk-based inspection program to ensure operational compliance.
  • Mentoring and supervising field staff in various aspects of pipeline construction and operations.
  • Reviewing and maintaining guidelines and policies, and providing recommendations to align with industry best practices.
  • Performing technical audits related to pipeline application submissions to ensure conformance with The Pipelines Act, 1998, The Pipelines Administration and Licensing Regulations, Directive PNG034: Saskatchewan Pipeline Code and all applicable CSA standards.
  • Performing inspections on high-risk pipeline systems to ensure construction activities and operations meet the requirements of CSA Z662: Oil and Gas Pipeline Systems and Directive PNG034: Saskatchewan Pipelines Code.
  • Liaison for the ministry and the pipeline industry, providing professional advice to industry and government personnel regarding requirements and non-conformances of pipeline applications.
  • Evaluating and selecting engineering consultants through the contracting process and managing the work to ensure successful completion.
  • Assisting in managing the provincial audit program for managing risks associated with geohazards at pipeline watercourse crossings.

The successful candidate will have knowledge of design standards, construction and operation of oil and gas pipelines and facilities, in particular the CSA standards; risk-based outcome oriented regulations and its application to the oil and gas industry; and change management processes. You will also have effective communication techniques and writing skills; and knowledge of auditing techniques.

The successful candidate must have a degree in engineering or geoscience and be registered or eligible to be registered with the Association of Professional Engineers and Geoscientist of Saskatchewan. A post-graduate degree, or enrollment in a post-graduate program will be considered an asset.

The successful candidate must have a valid driver’s license. Some travel will be required.
