Payroll Specialist

POSITION SUMMARY:
The Payroll Specialist will perform and oversee the payroll functions for Manitoulin Health Centre, ensuring accurate and timely processing of payroll (gross to net pay). This role involves administering various special payments, handling complex manual cheques, and managing regular monthly remittances, including government benefits and garnishments. The Payroll Specialist will research and resolve coding discrepancies and exceptions requiring further investigation and provide support for system initiatives/upgrades and year-end regulatory filings. This position is responsible for the day-to-day operations and activities of the payroll department, including planning, organization, and delivery of payroll services.
QUALIFICATIONS: (Education, Certifications, Experience, Licensure)
Required:
• Minimum of a one (1) year Diploma in a Business, Human Resources or Accounting field, from an accredited college.
• Working towards or current Certificate as a Payroll Compliance Practitioner (PCP)
• Minimum of one (1) year experience working in a payroll function within a health care environment is preferred.
Preferred:
• Experience working with both union and non-union payroll or human resources systems is preferred.
• Experience working with computerized payroll systems is preferred.
• Experience working with Meditech or a payroll Human Resources Information System (HRIS) is preferred.
JOB DUTIES:
Payroll Processing:
• Oversee bi-weekly payroll input, collect and review timesheets; process data; check output against input; follow-up on discrepancies for completeness and accuracy, complete the bi-weekly payroll review and transmit to banking data center.
• Administer special payments, bonuses, and other compensation-related transactions.
• Handle complex manual cheques as required.
• Process the required payroll forms to set up new employees, position changes, terminations, and records of employment.
• Prepare correspondence for employees as requested such as tuition reimbursement programs, respond to legislated garnishees as well as court ordered.
• Complete year-end payroll procedures, including HOOPP MDC, T4s, respond to CRA PIER statements.
• Complete, reconcile, and submit payroll remittances to the Government and other agencies (e.g. Receiver General, Minister of Finance, WSIB, union dues, etc.).
• File personnel records and reports.
• Respond to information enquiries including employment insurance claims and Statistics Canada.
• Perform calculations and data entry for retro-active payments, vacation payments, Workplace Safety and Insurance Board (WSIB) loans, and sub-plans.
• Perform data entry for annual salary increases; process billings for leaves of absence (LOA) and retirement health and dental benefits.
• Verify and help resolve problems in each payroll cycle and follow-up with employees, supervisors, managers, accountants, and payroll personnel.
• Verify modified work programs, attendance data, sick hours, frozen sick bank, and verification reports.
• Perform data entry of Records of Employment (ROE’s).
• Perform monthly account reconciliations for Payroll related GL accounts.
• Maintain payroll and HR related dictionaries within the Meditech software.
• Investigate and provide supportive documentation to payroll related year end inquiries from auditors.
• Perform the duties of the Payroll Meditech Super-user.
Accounting:
• Prepare accounts payable remittances, with appropriate documentation, for benefits and payroll deductions.
• Invoice employees, as required, for pension and benefits premiums and work with Finance to collect overdue accounts.
• Invoice unions for wage recovery.
• Provide budgeting support to CFO, accounting team, and managers with payroll information.
• Ensure proper department splits are set up to allow for accurate budget allocation of payroll information.
• Prepare for Interim and Year-end audit for payroll.
• Perform regular audits of employee benefit plans to ensure accuracy of enrollments/terminations.
• Other payroll-account related duties as assigned.

COMPETENCIES/TECHNICAL:
• Advanced proficiency in computer software applications: Microsoft Office and Meditech Payroll.
• Typing speed minimum of 40 wpm.
• Knowledge of relevant payroll legislation and regulations including WSIB, CPP, EI, ROEs, T4s.
• Knowledge of CUPE, ONA, OPSEU and IUOE collective agreements.
• Knowledge of employee pension and benefit plans.
• Strong numerical skills.
