Position: Payroll & Benefits Administrator
The Payroll & Benefits Administrator is responsible for the precise and efficient execution of CUPS payroll and benefits administration needs while upholding and adhering to the highest level of ethical and legislated standards. The Payroll & Benefits Administrator will enter, prepare, verify and process all payroll information for the organization; be the administrator for benefits, provide support for the HR team including employee record management and recruitment support. The Payroll & Benefits Administrator will support CUPS Integrated and Trauma Informed service delivery by increasing efficiencies and effectiveness of business administration tasks and embodying the pillars of trauma informed care within business operations.
Responsibilities:
Leadership:
- Protect the organization by staying apprised of all federal and provincial legislation and advising management on any needed actions to maintain compliance.
- Ensure the highest level of confidentiality for all CUPS workers' private information and CUPS financial information, reporting to management if an issue is identified in this area.
- Take the primary role in determining sources for discrepancies and completing required adjustments.
- Act as point person for auditor questions regarding payroll requirements, working closely with the Finance department for a clean and efficient audit.
- Promote a culture that reflects CUPS purpose, ambition, and values.
Organizational Alignment and Performance:
- Execute all payroll-related functions for the organization including, but not limited to: preparation and submission of bi-weekly payroll, year-end processing, ROE production, and reconciliation of CRA payroll accounts.
- Calculate and prepare payroll worksheets for new hires, terminations, leaves, and adjustments.
- Manage the onboarding, offboarding, and life events related to employee programs such as group benefits and RRSP.
- Manage employee records, ensuring employee information is accurate according to employees’ contracts, payroll options, vacation entitlement, and reporting structure.
- Provide troubleshooting analysis for payroll improvements and efficiencies.
- Produce HR & Payroll reports as requested for HR Metrics, payroll reporting, and auditing purposes.
- Serve as key-user and internal authority of Payroll and HRIS system, operating as point person for Payroll system inquiries and liaison with HR Generalist & Team Lead Payroll for Payroll projects.
- Provide payroll and HRIS system orientation to new employees and leaders.
- Engage with payroll & HRIS system support for inquiries or improvements.
- Prepare and appropriately file/store all payroll-related documents (e.g. payroll register, stop payments, worker’s compensation, RRSP contribution, etc.) for future validation of actions in response to audit or compliance inquiries.
- Prepare annual WCB return for review by HR Generalist & Team Lead Payroll.
- Develop standard documents required for payroll and HR including draft forms, letters, and reports as needed.
- Work closely with CUPS Finance Team to ensure multiple funding sources are recorded correctly in payroll system for accurate fund tracking.
- Assist or provide backup support for CUPS HR Assistant as needed including email box and phone coverage, recruitment process support, candidate communication, etc.
Stakeholder Relations:
- Develop and maintain collaborative and accountable working relationships with internal CUPS colleagues to strengthen communication flow and cross-departmental understanding.
- Work in tandem with Human Resources and Finance Team bridging the required communication flow while maintaining confidentiality and legal requirements.
- Support organizational leaders in their understanding and administration of payroll and HRIS system operations (vacation approvals, sick time, timecards) to ensure efficient data flow from supervisors to payroll and HRIS system.
- Act as ambassador of CUPS purpose and values both internally and externally.
Background Required:
- Payroll Compliance Practitioner Designation an asset.
- Degree/diploma in human resources, business administration, accounting, or related field.
- 3-5 years previous experience in full cycle payroll processing and benefit administration or an equivalent combination of education and experience.
- Knowledge of employment-related legislation with the ability to interpret and apply provincial and federal legislation as it relates to payroll.
- ADP Workforce Now experience considered an asset.
- Strong computer and system skills as well as the ability to work with large data sets, knowledge of HRIS and all MS Office applications.
- Previous experience in critical analysis of payroll improvements.
