Organizational Effectiveness and Learning Specialist (OELS)
People Services and Organizational Development
Temporary 14-month Assignment

Today, the Royal College has over 55,000 members and the vision remains to advance the learning for specialist physicians to deliver the best health care for all. The Royal College partners and collaborates to lead the evolution of specialty medical education and standards; support specialist physicians, learners and teams to continuously improve; and advocate for excellence in specialty medicine by supporting innovation, well-being, equity and person-centered care. Situated on the beautiful Rideau Canal overlooking TD Place, the Royal College is a national nonprofit organization established to oversee the medical education of specialists in Canada.

Reporting to the Executive Director, People and Inclusion, the incumbent has deliverables in the following areas:

  1. Performance Management and Learning Systems
    Lead the design and implementation of an automated performance management system using the HRIS (UKG). Manage LinkedIn Learning and UKG Pro Learning to deliver tailored departmental e-learning initiatives aligned with organizational priorities.
  2. Leadership and Succession Planning
    Design and execute a leadership development program to strengthen leadership capacity and ensure alignment with organizational goals.
  3. Organizational Learning Strategy
    Implement an organization-wide employee learning strategy to support the RC’s strategic objectives, promote continuous improvement and address skills gap.
  4. Rewards and Recognition
    Design and manage a comprehensive Reward and Recognition Program, including initiatives such as the CEO Awards, peer-to-peer recognition systems and leadership-focused employee awards.
  5. Employee Engagement and Feedback
    Assist organization with organizational and office action plans from a recent engagement survey. Actively support initiatives such as Wellbeing Steering Committee to cultivate a positive and supportive work environment.
  6. Professional Development (PD) Oversight
    Manage professional development (PD) policy ensuring employees request align with organizational priorities. Provide coaching to employees to align their professional develop goals with career growth opportunities.
  7. Equity, Diversity, Inclusion, and Indigenous Health
    Embed EDI and Indigenous health education into learning programs to enhance an inclusive and respectful workplace. Oversee the French language training program to enhance bilingualism. Promote and manage the use of LinkedIn Learning, emphasizing French language courses to support inclusivity and skill development.
  8. Change Management
    Ensure PROSCI change management methodologies are applied to HR programs, ensuring smooth transitions, and providing effective support to leadership and employees during organizational change. Collaborate across RC to ensure HR programs are communicated effectively, using PROSCI change management principles to enhance understanding and engagement.

Does this sound like you?
• Level of education, training, and experience equivalent to a Bachelor’s Degree in Psychology, Business, Education, Health Disciplines or related field.
• 5-8 years’ experience in the development and delivery of HR programs for both staff and leaders.
• Superior training, facilitation, and presentation skills, as well as a highly developed sense of accountability and client orientation.
• Excellent communication skills, both written and verbal, with the ability to offer clear and concise articulation of complex initiatives.
• Outstanding presentation and facilitation skills.
• Interpersonal and networking skills with a proven track record of dealing with clients, management, colleagues, and staff.
• Knowledge of change management principles, methodologies, and tools.
• Strong Asset: Attainment of or progressing towards a recognized designation such as Certified Training and Development Professional (CTDP), Certified Training Practitioner (CTP), Certified Human Resources Leader (CHRL) or equivalent designation.
• Assets: Bilingualism, Change Management Certification or designation, International Coaching Federation (ICT) certificate.
