The County of Huron'sSocial and Property Services Departmentis seeking aFull-time Operations Supervisor to Join the Team!Position Summary:The Operations Supervisor is responsible for the direct supervision of the assigned Property Services team of Maintenance Technicians and Building Custodians. This position has a depth of knowledge and skills related to Property Services programming and legislation, supports team decision making, assists with monitoring and managing key performance indicators and liaisons with internal and external agencies as required.
The Operations Supervisor provides support and advice to the Technical Services Manager, while providing mentoring and leadership to the Property Services team.
The Operations Supervisor oversees Maintenance Technicians and Custodial staff, ensuring all tenants requests are managed in a timely fashion. This includes structures, interiors and equipment of County owned buildings and the community housing buildings owned and administered by the Huron County Housing Corporation. This will also encompass maintenance of grounds and landscaping. Warehousing, inventory and fleet management are core functions of the position, along with the turnover of vacant housing units, as per internal policy requirements.
The ability to maintain accurate and concise records, implement schedules and exercise independent judgment are also necessary.
This position is responsible for after-hours urgent and emergency calls and determining the most effective means of handling each situation as part of a rotating schedule. As emergency response measures require problem-solving and rapidly assessing and determining the best course of action, knowledge of all County municipal facilities and the housing units, and their corresponding systems, is essential.

Role and Responsibilities:Under the direction of the Technical Services Manager:
Provide direct supervision to the Maintenance Technicians and Building Custodians, with additional support to the Social and Property Services Department, as required.Organize, facilitate and participate in team meetings to promote an open forum for discussion.Mentor and support staff individually, and as a team.Problem solves with the team to resolve workload and scheduling issues and oversees project management.Participate in human resources management responsibilities including recruitment, training, conflict resolution, discipline, scheduling and performance management including annual staff performance development reviews.Participate in leadership team meetings to ensure coordination between teams and functions to ensure required tasks are identified and discussed.Participate in the annual budget preparation, including identifying operational projects and associated costs, and approval of purchases to an identified maximum.Routinely analyze reports and data to assess team performance against desired outcomes to identify performance variances and develop short-term action plans.Provide legislation interpretation of the Ontario Building Code, Occupational Health and Safety Act, Residential Tenancies Act and the Ontario Fire Code and subsequent direction to staff.Manage the move out process by documenting the initial assessment and prioritizing project components, source contractors and obtaining required quotes. Create and maintain a project schedule.Evaluate solutions to unit readiness concerns and communicate projects outside of general scope of work to manager.Liaise with contract trades including electricians, plumbers, carpenters, etc.Manage the Huron County core lock system and all changes to this system.Troubleshoot maintenance problems and carry out repairs at various County and community housing buildings, including multi-residential sites.Final assessment of unit and contractor work.Acquire and have knowledge of all County and community housing buildings in the event of emergencies (e.g. gas shut-offs, water supply, main electrical disconnects, sprinkler systems, etc).Have working knowledge of provincial codes and regulations including Building and Fire Codes, Occupational Health and Safety Act, TSSA Regulations, etc.Schedule the regular maintenance of Housing and Property Services fleet vehicles including oil changes, undercoating, warranty compliance, snow tire replacement, major repairs.Monitor and initiate the repair of equipment, such as lawnmowers, snow blowers, chain saws, tractors.Complete small maintenance work such as topping up fluids, wiper replacement, ensuring insurance slips and plate stickers are in place.Maintain various logbooks and record keeping tasks for all buildings and equipment as required.Monitor custodial and maintenance inventory to ensure the housing and municipal buildings have the necessary custodial and maintenance supplies on hand.Order and stock inventory, schedule and deliver as required to the buildings.Ensure landscaping meets acceptable standards by monitoring the contract specifications.Liaise with building tenants with occupancies in County and community housing buildings.After-hours response requirement; responsible for responding to urgent and emergency calls after regular working hours. Handling critical issues that may arise.Other duties as may be assigned within the scope of the position.Preferred Skills:- Strong skills in leadership, mentoring and team building.
- Good skills in scheduling, innovation, collaboration and critical thinking.
- Excellent communication and interpersonal skills, both written and verbal.
- Well-developed organizational and time management skills.
- Strength in legislation and regulation interpretation, such as the Ontario Building Code, Occupational Health and Safety Act and the Residential Tenancies Act.
- Knowledge and experience with computer information systems.
- Demonstrated experience in a building operations environment.
Qualifications and Education Requirements:- Journeyperson in carpentry, plumbing, electrical or gas technician 3 license who has completed an apprenticeship in one of these trades, or a combination of apprenticeship combined with a two-year community college diploma.
- Experience in a supervisory or management role would be an asset.
Additional Notes:- Valid Ontario Class “G” Driver’s License and reliable vehicle for use in corporate business.
- The position requires a satisfactory Police Records Check and Vulnerable Sector Screen.
Location:- The position will work out of the Jacob Memorial Building located at 77722D London Road, RR 5. Clinton, Ontario, with some opportunity to work remotely.
Compensation:- $43.95 - $51.42 per hour; as per the 2024 non-union pay grid.
