The Tla’amin Nation is a modern, forward thinking, self-governing First Nation located on the beautiful qathet Region (upper sunshine coast). As a self-governing Indigenous government, the Tla’amin Government seeks to enhance Tla’amin taʔow and promote Tla’amin interests in all of its operations, services, and relations.

Position Summary

The Treaty Relations and Intergovernmental Affairs Manager works collaboratively with other Tla’amin Government departments, and at the direction of the Director and the Chief Administrative Officer, to advance Tla’amin’s strategic interests. The Manager will be expected to use their effective communication and interpersonal skills to build mutually beneficial working relationships with a view to achieving Tla’amin intergovernmental goals and objectives, including the long-term goals in Tla’amin’s Comprehensive Nation Plan. The Manager will represent Tla’amin in various capacities and lead or support negotiations with other governments and external partners. The Manager will provide strategic advice related to intergovernmental matters to other Tla’amin Government departments, the senior management team and elected officials.

Key Responsibilities

  • Provides research and analysis support and provides advice to the management team and elected officials on intergovernmental affairs and policy.
  • Develops reports and makes recommendations to government officials on legislation, policy, and programs that may impact governance, including implementation of the treaty and treaty relationships.
  • Establishes and maintains strong working relationships with government officials, (including First Nations, Canada, BC, local governments), and other external partners (including legal counsel and other advisors).
  • Represents Tla’amin Nation or supports Tla’amin representation at external meetings/tables/engagements, including the Tripartite Treaty Implementation Committee, the Alliance of BC Modern Treaty First Nations (Alliance) coalition, the Self-Governing Indigenous Governments (SGIG) coalition, and the Land Claims Agreements Coalition (LCAC).
  • Represents Tla’amin Nation on tripartite, bilateral or multilateral working groups established to support the implementation of projects and development of agreements.
  • Leads and supports intergovernmental engagement and consultation across all Tla’amin government departments and program areas.
  • Acts as an expert advisor in treaty interpretation and treaty implementation.
  • Manages and supports the development and implementation of policy, legislation and program development projects in collaboration with other Tla’amin government departments.
  • Manages coordination, material development, and leadership support for intergovernmental events including UBCM, FNLG, and the LCAC.
  • Manages a team with diverse skills and qualifications and provides supervision and oversight in a manner that supports capacity building and professional development for team members.
  • Other duties and responsibilities as assigned by the Director and the Chief Administrative Officer.

Qualifications

  • Undergraduate degree in political science, public administration or a related field.
  • A minimum of 5 years of experience working in policy-based or advocacy related roles, or a management position within government or a similar field, preferably with a Modern Treaty Nation.
  • Candidates with an equivalent or comparable combination of education and experience may be considered.
  • Knowledge of Canada’s federal and provincial political systems and local governments in British Columbia.
  • Experience presenting complex issues and opportunities to high-level officials and third-party stakeholders.
  • Knowledge and experience of financial matters, including funding and fiscal policy negotiations, would be an asset.
  • Ability to develop positive working relationships with government officials, elected representatives and staff.
  • Superior written and verbal communication skills with the ability to write, evaluate and edit a variety of documents such as reports, briefing notes and position statements.
  • Ability to work in a team environment as well as independently, set priorities and meet multiple deadlines.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups.
  • High level of attention to detail and strong organization skills and ability to manage multiple shifting priorities.
  • Ability to lead, develop and mentor staff.
  • Intermediate level computer skills including Microsoft Office.
  • Experience working with First Nation communities and understanding of First Nations cultures in BC.
  • Knowledge of Tla’amin Nation.
  • Acceptable Police Information Check and valid Class 5 BC Driver’s License.

Working Conditions

This is a hybrid position where work can be performed partly remotely. Onsite work is also required. Off-site travel is occasionally required to attend meetings, committees, conferences and training events. Work often involves managing confidential information of a sensitive nature, occasionally with intergovernmental or business confidentiality requirements. Work will involve some evening or weekend work based on operational needs.
