Reporting to the Manager of the Transportation Infrastructure Management section, the Manager,Transportation Asset Management leadsa team ofprofessionals, specialists and technical staff.Supported by this team, the Manager ofTAM will be responsible for leading the development, implementation and continuous improvement of the Asset Management Plans for the Roads Service Area, as well as the preparation of the annual Capital Budget and Forecast for the renewal of City's road-related infrastructure assets.

Duties and Responsibilities

  • Providing strategic vision, leadership, coaching, mentorship and direction to the Transportation Asset Management unit within the TIM section;
  • Managing and developing the performance of direct reports including recruitment, development of annual work plans, goals and objectives for the unit, and ensuring quality and production of work;
  • Providing technical and functional leadership to the unit, section, division and department pertaining to the management of municipal roads assets;
  • Leading the preparation of the annual capital budget and forecast for the rehabilitation of roads, bridges, and other transportation related infrastructure in coordination with the Major Roads, Integrated Roads, Active Transportation, Stormwater, other Roads Service Area capital programs and outside agencies;
  • Leading staff in the procurement and management of professional consulting services using established engineering and project management principles;
  • Overseeing the development, implementationand regular updates of theAsset Management Plan(AMP) for the Roads Service Area, ensuring compliance with O. Reg. 588/17: Asset Management Planning for Municipal Infrastructure, as amended, in coordination with the City's Corporate Asset Management Office;
  • Overseeing the continuous improvement plan in the AMP;
  • Developing business plans and budget requests for the Transportation Asset Management unit to support its service and program objectives, in alignment with the City’s Business Plan and Budget process, framework and timeline;
  • Building awareness of asset management principles and best practices within the various business units of the Roads Service Area across its relevant projects, programs and activities;
  • Representing the interests of the section, division, department or the City on intra-divisional, intra-departmental and external initiatives;
  • Preparing corporate reports and attending meetings of senior leadership and committees of Council; and
  • Performing other related duties as assigned.

Skills and Qualifications

Education and certification requirements:

  • Post-secondary graduate from a recognized university with a degree in Civil Engineering, Transportation Engineering, or related engineering or applied science program and a registered P. Eng. designation in good standing with the PEO is required;
  • Professional Certificate in Asset Management Planning in good standing with IPWEA, NAMS, PEMAC or a similar recognized asset management professional qualification body is preferred;

Professional experience requirements:

  • Minimum 8 years of experience in the field of asset management of municipal civil infrastructure assets is required;
  • Experience in the planning, design, construction, maintenance, condition assessment,inventory, mapping or lifecycle management activity of municipal road-related infrastructure would be an asset;
  • Experience in leading and/or managing a team of professionals and/or technical staff is preferred;
  • Experience in investment planning and programming, budget and business planning for the capital renewal and improvement of municipal road-related or other civil infrastructure would be preferred;
  • Experience in the use of and/or leadership of staff utilizing asset management and related geospatial software such as INFOR and ESRI is an asset;
  • Municipal experience is considered an asset.

Skills and competency requirements:

  • Demonstrated ability to coach and mentor staff and/or colleagues;
  • Strong relationship building skills along with strong verbal, written communication and presentation skills;
  • Excellent writing skills, including the demonstrated ability to prepare professional reports and business cases;
  • Proven ability to lead meetings and discussions to achieve goals and objectives;
  • Ability to build relationships and engage with internal and external stakeholders including the development and delivery of presentations of a technical or political nature;
  • Tact and diplomacy to deal with internal and external stakeholders including Members of Council, the public and community groups, with excellent negotiation skills;
  • Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach
  • Demonstrated judgment and decision making skills with the ability to determine an effective course of action that drives progression;
  • Demonstrated ability to manage projects, conceptualize issues and develop options;
  • Strong vendor and/or contract management skills and the demonstrated ability to manage external consultants;
  • Leadership competencies that include strategic agility, financial, business acumen, communication and relationship building, developing culture and people and driving change;
  • Must have the ability to travel to various sites within the City of Mississauga.

Hourly Rate/Salary:$ 111,337.00 - $ 148,451.00
