JOB SUMMARY:
The Manager of Strategic Transformation will provide senior-level strategic and tactical guidance to the Director of Cyber Engagement and the Chief Information Security Officer (CISO) in leading the delivery of large-scale cyber initiatives, data analytics development and sustainment, and divisional projects. This role will oversee the execution of key cyber initiatives, ensuring alignment with divisional goals, regulatory requirements, and enterprise security objectives. The Manager will also be responsible for driving data analytics capabilities, including the development, enhancement, and long-term sustainment of analytical tools and processes to support informed decision-making. Additionally, this role will lead the planning and execution of divisional projects, ensuring seamless collaboration across teams and optimizing resources to advance City-wide cyber transformation efforts. The Manager will work closely with various stakeholders to integrate innovative solutions, enhance operational efficiencies, and support strategic priorities across the organization.
MAJOR RESPONSIBILITIES:
- Oversee the planning, execution, and delivery of major cyber security projects, ensuring alignment with divisional and organizational goals.
- Drive Data Analytics Development & Sustainment – Lead the design, implementation, and continuous improvement of data analytics capabilities to support informed decision-making and cyber resilience.
- Oversee the end-to-end execution of strategic projects, ensuring on-time delivery, resource optimization, and alignment with enterprise objectives.
- Support the development and implementation of enterprise-wide cyber security solutions to strengthen the City’s security posture.
- Monitor and ensure adherence to industry standards, government regulations, and internal policies related to cyber security and data management.
- Manage budgets, personnel, and technology investments to maximize efficiency and value in cyber and data transformation initiatives.
- Work with internal and external stakeholders to drive collaboration and integration across teams, ensuring seamless execution of cyber and analytics programs.
- Develop and refine key performance indicators (KPIs) to measure success, track progress, and provide data-driven insights for continuous improvement.
- Provide strategic guidance and advisory support to senior leadership, ensuring informed decisions that align with the City’s long-term cyber and digital strategy.
- Contribute to the overall successful development and execution of the cyber program to adequately protect the City.
QUALIFICATIONS/CERTIFICATIONS:
- Post-secondary degree in Business or Technology or a related discipline.
- Over 7 years of senior level experience in Information Security.
- Experience with projects/initiatives related to Operational Technology (OT) is an asset.
- Over 5 years of professional experience leading data analytics development.
- Extensive experience in project management delivery in a leadership capacity.
- Experience leading and managing a team. Exceptional presentation, negotiation and influencing skills.
- Strong ability to understand complex requirements and create a plan.
- Extensive experience preparing comprehensive reports and presentations for all levels of an organization.
- Experience leading transformative multi-year programs.
- Advanced knowledge of MS Excel and MS PowerPoint.
- Strong SQL skills and hands-on experience with analytic and visualization tools (Tableau).
- Preferred certifications (any in the list): CISSP, CISM.

- Being able to think on your feet and show good judgment are especially valuable in this field.
- Must be able to travel to all City of Toronto’s office locations and outside city/country for conferences if required.
ADDITIONAL COMMENTS/INFORMATION:
A normal work week is 35 hours; however, in case of a cyber incident or breach, extended hours may be required with little or no prior notice.
