Surrey Libraries is an innovative and award-winning library system that provides a wide range of materials, programs, and information services to the community. We are a growing library system, recognized for our ability to respond creatively to our active and diverse community through outreach to community groups and partnerships with agencies. In addition to our collections, progressive use of technology and a wide variety of digital resources, we specialize in genealogical materials and multilingual collections in 16 languages. Our 10 branches, together with our website www.surreylibraries.ca and Mobile Library serve a population of more than 600,000.

There is an opening for the position of Manager, Security Services at City Centre Branch. This is an exempt full-time (35 hours per week) position reporting to the Director, Administrative Services. The Manager, Security Services is responsible for planning, managing and coordinating security programs and systems for the Library, and participating in the daily provision of security services at the City Centre Branch and other library branches.

Major Responsibilities and Duties

  • Develops, directs, and maintains security program for the organization.
  • Leads the implementation and communication of the overall security strategy for the organization.
  • Develops, recommends, implements security practices and procedures in accordance with Library policies and other regulatory bodies.
  • Creates and coordinates system-wide security initiatives to ensure the protection of library staff, patrons and property.
  • Works closely with the City of Surrey’s Corporate Security team in the administration of security services for the Library. Liaises with other City departments such as Legal, Risk, Privacy and Information Technology.
  • Coordinates security-related systems and projects, including upgrades and replacement of security CCTV cameras, fob access control, intrusion alarm system and other applicable life safety systems.
  • Oversees and maintains the incident reporting system to ensure timely, accurate and efficient record keeping and utilizes data to make decisions and forecast future security trends and needs by location.
  • Works with library staff and security personnel to provide guidance on safety and security incidents and acceptable conduct violations in all locations.
  • Liaises with law enforcement, social service providers and community groups, providing referrals to service assistance as appropriate.
  • Liaises with public libraries, service providers and other institutions around emerging trends and best practices in security.
  • Provides training for staff working with difficult and vulnerable customers and situations.
  • Co-ordinates and/or participates in library and city committees and undertakes special projects as requested.
  • Prepares reports and correspondence on projects and policy matters related to security.
  • Prepares, administers, monitors and ensures the security budget is effectively maintained and controlled.
  • Investigates complaints relating to security and resolves by taking appropriate action.
  • Represents Management in Labour Management and grievance matters, as required.
  • Hires supervises, coaches and evaluates work of staff reporting to this position. Disciplinary responsibilities range from verbal warnings up to and including suspension.
  • Performs other related duties.

Qualifications, Knowledge, and Skills

  • Post secondary education in a related field: Diploma in Law Enforcement, Security Management, Criminal Justice or Police Foundations. Certified Protection Professional (CPP) certification is an asset.
  • Three to five years of progressive work experience in security operations. Experience in a unionized environment is an asset.
  • Previous supervisory or management experience in a policing, criminal justice, safety or security role.
  • Knowledge of safety and security policy and procedures, trends and best practices for a large public-serving organization (Trauma-informed practice, de-escalation techniques, crisis intervention, etc).
  • Knowledge of security systems, building security alarm, fire alarm, CCTV video surveillance and key card access systems.
  • Knowledge of Security Services Act and related legislations including the Criminal Code, Charter of Rights and Freedoms, Freedom of Information and Protection of Privacy Act, Employment Standards Act, and Workers Compensation Act.
  • Knowledge of related computer applications for incident tracking and reporting, and proficiency with Microsoft Suite of Applications (Outlook, Excel, Word, PowerPoint, etc).
  • Excellent communication skills and ability to make presentations and deliver training.
  • Ability to manage, coach, and lead staff in a variety of work locations.
  • Ability to manage and organize multiple projects and work under time constraints.
  • Ability to be flexible and adaptable to change in work processes and work in a fast paced and stressful environment.
  • Ability to think creatively, implement new ideas, and champion change.
