Job Description:
Purpose of Position
Accountable for managing the delivery of financial, HR, administrative oversight, and CEO advisory and organizational issues management in support of overall Public Affairs strategies. To support strategic planning, decision-making, and executive support in the execution of Public Affairs initiatives.
Key Responsibilities
- Manages the delivery of financial, HR, administrative oversight (e.g., translation services and engagement/events coordination), and advisory and organizational issues management and services, ensuring consistency with overall Public Affairs (PA) performance measures, standards, best practices and deliverables.
- As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver strategy and tactics.
- Manages day-to-day operations and oversight of financial, HR, and administrative functions programs, services and work areas to meet established overall operational plans and directions of the PA department.
- Provides strategic and specialist advice to the CPAO on the overall direction and function of the Public Affairs function to ensure it delivers on its strategic business objectives to internal and external stakeholders. Provides advice on challenges and issues that impact program delivery. Provides program/service advice and information to Public Affairs management and staff in response to day-to-day operational matters and makes recommendations for problem resolution.
- Provides comprehensive advice to the Executive Leadership Team on a range of confidential and sensitive issues that impact FSRA’s agenda and public perception; provides strategic options and recommendations relating to issues, initiatives, opportunities, and challenges.
- Provides strategic advice to the CPAO by coordinating and analyzing the development of all public affairs products in alignment with FSRA’s directions and mandate. Ensures the quality of these products to facilitate informed decision-making and maintain high levels of trust and credibility with internal and external partners.
- Leads the development and implementation of internal protocols, standards, and procedures to manage information flow, ensuring seamless coordination across PA. Develops tools and templates to ensure product consistency and enable project tracking for early issue identification. Acts as the primary contact between the CPAO and PA leadership for critical issues management and information requests. Works closely with the EVP Office to ensure issues are flagged early and that approval protocols are streamlined for EVP and CPAO approvals.
- Oversees both in-person and webinar thought leadership events and FSRA speaking engagements from conception to execution, including event planning, promotion, and attendee engagement to create awareness and understanding of FSRA’s initiatives and regulatory frameworks.
- Develops and manages the adherence of the French Languages Policy and translation service coordination for FSRA.
- Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FSRA. Accountable for hiring, orienting and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
- Works with the CPAO in operational planning and reporting on performance metrics, program effectiveness, and impacts related to unit matters.
- Supports critical change and a new collaborative, forward-thinking culture within the unit, and works with others to achieve this across the section or department.
- Promotes and supports the implementation of innovation and continuous improvement throughout the unit and section or department.
- Leads and/or participates on projects within the section, department to represent the unit’s interests in program or service matters. Conducts or oversees complex and confidential assignments on behalf of the CPAO.
- Manages relationships and consultation with stakeholders impacted by unit programs and operations to respond to program or service-related inquiries and seek feedback on program or service needs.
- Works in collaboration with colleagues on section operational matters in support of PA priorities.
Qualifications
Education and Experience
- College diploma in a related field or equivalent experience.
- 4 – 6 years’ experience in managing day to day operation for the delivery of senior administrative and operationally focused services within an organization with proven, progressive experience and demonstrated effectiveness leading programs, supporting highly visible communications initiatives and supporting senior executives.
- Public sector experience preferred.
Knowledge and Skills
- Extensive experience and knowledge of the protocols and practices of an executive office within a public sector environment.
- Strong ability to plan, execute and oversee projects.
- Strong political acumen and understanding of the public service.
- Knowledge of Government of Ontario mandates and related policies, and government structure preferred.
- Knowledge of decision-making processes, standards, systems, and protocols within a public service environment.
- Knowledge of the French Language Services Act.
- Knowledge and proficiency in human resources, financial and general administration functions, policies, practices, and procedures.
- Experience with issues management processes to identify issues and provide actionable recommendations for resolution.
- Superior communication skills, strategic thinking and judgement to provide strategic and tactical advice and support to senior decision-makers.
- Analytical and problem-solving skills to identify and analyze complex or contentious issues, assess their risks and impacts on the division, and synthesize complex and inter-related issues.
- Leadership skills to build individual and team capabilities through direction, collaboration, feedback, and coaching.
- Excellent organizational and time management skills, including attention to detail, ability to set priorities, meet deadlines and work effectively with minimal supervision, deal with conflicting priorities and work demands.
- Ability to influence others and identify and mobilize employees to support continuous change improvement.
- Strong verbal and written communication skills for the transfer of information to inform and influence executives and the ability to interact with diverse groups across the organization.
- Demonstrated ability to provide superior customer service and exhibit strong interpersonal skills, including tact, diplomacy and discretion.
- Capable of effectively interacting with all levels of staff, leadership and the public.
