The Manager, Project Services is responsible for developing and implementing project services policies, processes and procedures for infrastructure projects, to ensure that VFPA major capital projects are delivered with effective project control management practices. The manager is responsible for leading the project services team through all phases of the infrastructure project management cycle, with particular focus on planning and scheduling, cost, risk, quality, contract and document management. Additionally, the position provides guidance to directors or managers and provides input to strategic decisions that affect the functional area of responsibility. Working within a diverse and interconnected matrix delivery model, and in close collaboration with the project delivery manager, they ensure that robust project control services are appropriately resourced and implemented in alignment to best industry practices.

What you do:

• Develop and implement planning and scheduling best practice governance, processes and procedures, tailored to the unique needs of each capital project.
• Lead assigned scheduling support on projects to support delivery project objectives (e.g. completion occurs on schedule and within budget).
• Develop and implement scheduling and reporting resources to administer, document, and maintain change requests throughout project execution.
• Expedite resource, planning and execution issues to the appropriate level for timely resolution.
• Play the lead role in VFPA’s infrastructure capital planning and project cost forecasting activities. Accountable for the development, implementation, and maintenance of cost estimating and cost control processes, procedures, and systems across infrastructure capital projects.
• Manage budgeting, forecasting, tracking, analysis and reporting protocols for all project related costs (using earned value & other methodologies, where relevant) and work collaboratively with the infrastructure division to ensure a team approach to effective cost management.
• Control project costs through proactively managing contract changes and ensuring that changes to the baseline are conducted through auditable control processes.
• Lead all reporting to external parties related to cost management and recoveries, where relevant (e.g. Transport Canada-funded projects, etc.)
• Develop, implement and continuously improve contract administration policies, processes and procedures to enable effective delivery of infrastructure projects.
• Oversee project teams on organizational contract development, the execution of contracts and necessary contract administration activities. Monitor the development of contracts to ensure effective transition of activities from procurement to contracts administration.
• Oversee contractual performance to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal. Monitor the execution of major contracts to ensure contract related risks are eliminated or mitigated.
• Ensure that contract-related issues are resolved optimally, both internally and externally
• Ensure effective contract change management practices are in place, including management of change orders, change directives etc.
• Support project leads in project/contract claim evaluations and management of contract change.
• Identify, lead, develop and implement risk assessment and mitigation measures.
• Implement industry best practices, to develop project cost contingency and escalation amounts and adjust these amounts as the project advances and project risks either materialize or not.
• Develop strategies to mitigate risks and ensure that contingencies are factored into the cost estimation process, contract management, or other aspects of infrastructure project services.
• Develop and implement quality management capability that is appropriate to the scale and nature of the infrastructure capital project and conforms to relevant VFPA quality management system, standards, policies, or frameworks, as applicable.
• Oversees quality audits, inspections, and reviews to identify quality issues and non-conformances, working with the relevant project team to implement corrective actions.
• Facilitate the establishment of a Quality Management Plan (QMP) for relevant infrastructure projects (including all relevant processes, procedures and tools).
• Manage and implement document management practices, services and systems for all relevant infrastructure capital projects. This may include but not limited to, planning, development, deployment, operation and continuous improvement of standards and systems related to document management and control for infrastructure projects.
• For projects under active construction, lead the oversight and management of the port authority’s “Procore” document management tool, to ensure timely management of construction submittals and quality document control services.

What you bring:

• A bachelor’s degree in business administration, engineering, or forestry.
• Minimum of 5 years of project control services experience at a senior level, or an acceptable combination of education and experience.
• A breadth of experience overseeing all aspects of project control services (e.g. cost, scheduling, contract management) and experience working within the full life cycle of complex, multi-stakeholder capital infrastructure projects of at least $200 million, preferably working in industrial sector such as oil and gas, mining, transportation, power generation, or forestry.
• Leadership experience in designing, implementing, and monitoring project services policies, processes and procedures for major infrastructure or capital projects in accordance with effective project control management practices. Preference given to candidates with balanced experience in all project control services including planning and scheduling, cost, risk, quality, contract and document management.
• Professional Engineer designation and PMP Certification would be considered assets.

Working environment: Normal office conditions with occasional construction site visits. A valid BC driver’s license and regular access to a personal vehicle to travel to remote locations.
