MANAGER, PHOENIX SCATTERED SITE HOUSING PROGRAM

FULL-TIME, PERMANENT

START DATE: JANUARY 2025

Position Overview: The Manager of Phoenix Scattered Site Housing is responsible for overseeing the operations of Phoenix’s Scattered Site Housing Program for youth. The scattered site program, consisting of 5 properties, provides independent, transitional housing for up to 27 youth aged 16-24. The manager is responsible for the on-going development and implementation of Phoenix’s Scattered Site Housing Program. The manager will be responsible for referral and intake procedures, the development of tenancy-based support/services for residents, community engagement with relevant community partners, financial reporting, liaising with other programs and providing guidance, support, and supervision to the staff team of three.

Program Overview: The Phoenix Scattered Site Housing program consists of five properties ranging from single family, shared housing and multi-unit buildings. The program can support up to 27 youth aged 16-24 with a focus on independent long-term transitional support. Youth in the program are supported by Phoenix’s wrap-around services through multiple programs based on their unique needs.

Reports to: Senior Director of Residential Programs

Compensation: $68,000 annual salary, comprehensive cost-split group medical insurance plan, Employer paid Employee and Family Assistance Program, 4% employer paid RRSP contribution, 3 weeks of vacation in the first year and 4 weeks of vacation in the second year, generous sick leave, a generous paid holiday schedule, in-house trainings, and professional development opportunities.

Hours of Work: 40 hours per week, Monday - Friday, 9 a.m. - 5 p.m., with some flexibility and occasional evening and weekend work. On-call rotation for a week at a time.

Location: 6035 Coburg Road, Halifax.

Screening Requirements: This position is subject to a satisfactory criminal record check including a vulnerable sector search, child abuse register check and proof of education.

KEY RESPONSIBILITIES

  1. PROGRAM DELIVERY
  • Ensure the program is congruent with Phoenix’s vision and values.
  • Work in accordance with Phoenix’s policies, procedures, and framework of practice.
  • Ensure that the program’s service delivery is fully integrated with other Phoenix programs.
  • Ensure that housing supports and services are delivered in a manner that is consistent with Phoenix principles and values and are responsive to the needs of youth.
  • Ensure that appropriate youth case planning and management is provided.
  • Oversight and accountability for full cycle lease management and matching process for youth in program.
  • Manage all aspects of the program including strategic planning, program development and implementation, community development, human resources, service delivery, financial management, communication, and evaluation.
  • Develop, gain approval for and maintain an annual income and expenditure budget for the program.
  • Manage building maintenance and ensure a therapeutic milieu.
  • TEAM LEADERSHIP
    • Provide direct support to the program’s Housing Support Worker and on-site support staff (2).
    • Manage all activities related to personnel including program procedures, hiring, performance management, team building, professional development, files, scheduling and payroll.
    • Ensure appropriate supervision of the program’s field placement students and volunteers and supervise them as required.
  • INTERNAL ENGAGEMENT
    • Assume on-call responsibilities on a rotating basis and follow prescribed procedures.
    • Commit to Phoenix’s development by participating in internal committees, projects, and activities.
    • Support the agency’s commitment to diversity, equity and inclusion through learning opportunities, critical self-reflection, and professional development individually, and for staff team.
  • COMMUNITY ENGAGEMENT
    • Advocate with community agencies on behalf of the program and its youth.
    • Liaise with other agencies on behalf of youth and programs and participate in community committees, projects, or activities as appropriate.
    • Conduct public educational presentations about Phoenix’s work and the issues of youth experiencing housing insecurity.

    KNOWLEDGE, SKILLS, ABILITIES

    • Strong knowledge of youth development and the issues of housing insecurities.
    • Experience in working with community housing partners and housing agencies (e.g., Department of Municipal Affairs and Housing, Reaching Home, etc.)
    • Strong management experience, including strategic planning, program development and implementation, community development, human resources, service delivery, financial management, communication, and evaluation.
    • Demonstrated leadership, supervision skills and ability to develop an effective team.
    • Exceptional level of interpersonal communication, youth service and organizational skills.
    • Ability to apply anti-oppressive practices, including harm reduction, narrative practice, a client-directed approach, and a social justice perspective.
    • Intermediate proficiency in Microsoft Word, Excel, PowerPoint, Outlook and using the Internet.
    • Physical ability to lift light loads, walk up and down stairs, and travel between locations frequently.
    • Extensive knowledge of community resources, government funding and the social service delivery system is an asset.
    • Understanding of legislation relevant to mental health issues, substance abuse, youth justice and human resources is an asset.
    • Knowledge of Occupational Health and Safety regulations and related labour legislation is an asset.

    QUALIFICATIONS

    • Master of Social Work preferred; other relevant education will be considered.
    • Registration or Candidacy for Registration, certification, or membership of a related professional body (if applicable).
    • A minimum of five years’ experience in a management position with supervisory responsibilities.
    • Non-violent crisis intervention, suicide intervention, standard first aid and Phoenix medication dispensing training or a commitment to secure those requirements within six months of being hired.
    • Access to the use of a personal vehicle is preferred as travel between multiple locations is required.
    • Experience working in a residential setting is an asset.
    • Experience supervising field placement students and managing volunteers is an asset.
    • Experience working for a non-profit organization is an asset.
