Manager of Parks and Facilities
The Town of Tillsonburg is looking for a Manager of Parks and Facilities who is responsible for the implementation and supervision of Town owned facilities and maintenance programs, cemeteries, parks, trails, and sports fields. This position is also responsible for associated day-to-day operations including scheduling equipment maintenance and repair, ice and water quality in arenas and pools, maintenance of supplies inventories, co-ordination of set-up requirements for permitted uses, staff and contracted services supervision, association liaison, report-writing and facility inspection duties, and for responding to enquiries and resolving concerns related to operational matters.

Responsibilities
- Manage the operation of all activities of the Parks, Facilities and Cemeteries through direct reports.
- Act as a Project Manager on major facilities projects, ensuring all administrative and operational processes are implemented and delivered to the highest standard.
- Develop detailed engineering specifications and scope of work for complex technical projects.
- Prepare business cases for technical and operational change, analyzing impacts, determining best options and presenting findings to the Senior Leadership Team and Council for approval.
- Establish and maintain a preventative maintenance program for all associated assets to ensure the integrity of all parks and facilities.
- Assist in the development of a five-year plan and capital forecast for areas of responsibility.
- Act as a resource to other departments for determining facility infrastructure and vulnerabilities.
- Keep informed of current trends and new developments by attending conferences, seminars, workshops, etc.
- Make recommendations for changes in policy or procedure where such recommendations will provide for the more efficient operation of the department.
- Negotiate and oversee the contracts of a wide variety of contractors (approximately 25).
- Establish, maintain and review operational procedures for building and parks operations.
- Develop and maintain emergency plans for Town facilities and ensure they are up to date annually to meet the requirements of the local fire authority.
- Recommend cost-effective solutions to operational issues.
- Prioritize building retrofits and renovations, developing a plan for implementation to ensure minimum interruptions to core business operations.
- Formulate specifications and appropriate bidding documents to obtain competitive pricing.
- Ensure the provision for regular and annual building and property maintenance service for Town owned/operated property.
- Develop and submit reports pertaining to the maintenance management system as well as related statistics and reports.
- Ensure controls are in place for supplies and inventory management.
- Assist with the coordination of special events to ensure guest needs are met.
- Ensure compliance with the Occupational Health and Safety Act and regulations.
- Supervise assigned staff.
- Conduct staff training to ensure all standard operating procedures are adhered to ensuring safe operation of facilities.
- Recruit, schedule and develop work plans for all full and part-time staff assigned.
- Recommend the hiring, firing, suspension, or transfer of all staff assigned.
- Maintain accurate employee records and allocation of time & adjust schedules to ensure coverage and achieve efficiencies.
- Implement and monitor areas within the budget once approved.
- Develop revenue sources for park operations including landscaping, grounds maintenance and memorial tree program.
- Attend meetings of Council, committees, community based and other related events as needed.
- Maintain legislated and best-practice operating records for the efficient operation of the areas under jurisdiction.
- Submit quarterly reports on program activities under jurisdiction to the Director.
- Develop and maintain good public relations with community groups, facility users and internal clients.
- Be the primary responder to after-hours emergency facility issues and/or facility intrusion alarms.
- Participate in the Town’s Emergency Management process as Emergency Operations Centre back-up to the Director of Recreation, Culture & Parks.
- Conduct CPTED assessments and make related recommendations for the effective use of space for all Town buildings, parks and outdoor spaces.
- Design, evaluate and manage the corporate video surveillance, key and keyless access control, intrusion detection, duress alarm and life safety systems.
- Act as staff liaison to the Parks, Beautification & Cemetery Council Advisory Committee.
- Adhere to all policies and procedures for the Town.
- Perform other duties as assigned.
Qualifications
- University Degree in Facility Management, Project Management or related field or post-secondary diploma with three (3) years of relevant experience would be considered.
- Minimum three (3) years of progressive experience working in recreational facilities plant maintenance and parks management.
- Three (3) years of supervisory experience.
- Registered Recreation Facilities Management Certification (ORFA), Certified Engineering Technician (C.Tech), Certified Ice Technician, Certified Aquatic Technician, Certified Grounds Technician, Certified Building Technician would be considered an asset.
- Knowledge and experience in heating, ventilation and air conditioning systems (HVAC), lighting systems, building operation/construction.
- Knowledge of relevant legislation, municipal and provincial codes, bylaws and regulations that will have impact on the operation of public facilities and open spaces.
- Experience in preparing budget estimates and ensuring compliance including long-range plans, conceptual design and capital outlay requirements.
- Proven ability to provide both team leadership and direction.
- Understanding of procurement, contracts and business administration processes.
- Working knowledge of Crime Prevention through Environmental Design (CPTED) principles and strategies.
- Knowledge of CSA play space standards.
- Joint Health & Safety Committee Level I & II certification an asset.
- Experience with asset management.
- Experience with Corporate Security program management including video surveillance, key & keyless access control, intrusion alarms and fire protection systems an asset.
- Ability to multi-task.
- Ability to work well with others in a team environment.
- Excellent working experience with computers including Microsoft Office.
