Position Overview

Reporting to the Director of Strategic Planning and Policy (Director), the Manager of Communications (Manager) is responsible for planning, implementing and managing the Office of the Languages Commissioner (OLC) communications, media relations, promotions and other activities. This position is also responsible for the OLC’s advertising and promotional campaigns, website, Facebook page, news releases, annual report, business plan, design communication tools and promotional materials to inform the public, raise public awareness of its roles and mandate, and increase the visibility of the OLC.

The incumbent works closely with the staff in developing coordinated communication strategies and advertising/promotional campaigns, and in writing briefing notes for OLC presentations to the Standing Committee and the Management and Services Board. The Manager is responsible for coordinating graphic design and translations and for the writing of the OLC publications. In addition, the Manager is responsible for maintaining the OLC’s ability to host the domain and subdomains.

This position has a direct impact on the public, including Inuit, English and French-speaking communities, Inuit and French organizations, territorial institutions, and key stakeholder organizations through the promotion of the OLC mandate, responsibilities and services.

Key Responsibilities

The Manager will develop, implement, review and coordinate all media relations that include responding to media inquiries, building relationships, developing press releases and media information packages. You must be able to provide strategic advice, assistance and support that ensures the Languages Commissioner and the Director’s communication approaches are coordinated and are of the highest standard.

This position manages the production and distribution of all publications as required. The Manager leads the planning and coordination of special events and meetings and provides leadership and guidance to staff in writing, editing, publication and production of reports, social media, and others.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized University Degree in communications, public relations, marketing, journalism or related field with a minimum of three (3) years related experience. Experience with producing publications – from concept to development – is also required for this position. Excellent communication skills, both oral and written, are a must. All communications must be prepared in a manner that is clear and direct and reflects thoroughness, impartiality, sensitivity and confidentiality. Superior analytical and problem-solving skills are required to assess issues, media products and communications messaging.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. The ability to speak and work in two or more of Nunavut’s official languages is required. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are considered assets.

As this is a term position for three (3) years, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however, this is subject to managerial approval.
