Manager of Bylaw, Licensing & Community Safety

POSITION OVERVIEW: This position will be reporting to the Director of Bylaw, Licensing & Community Safety, the Manager of Bylaw, Licensing & Community Safety oversees multiple service areas that support community safety, compliance, and regulatory services. The role is responsible for bylaw compliance, business licensing, animal control, dog licensing, and parking services (including the employee and public parking pass programs). This position ensures the effective administration and enforcement of municipal bylaws and regulations while addressing emerging community safety concerns. The Manager provides guidance to staff and Council on regulatory compliance and public safety strategies and collaborates with internal and external interest holders to develop solutions that enhance safety and security across the city. The Manager exercises considerable independent judgment in decision-making, particularly in complex, high-profile situations that may attract public and media attention.

KEY RESPONSIBILITIES

  • Thorough knowledge of municipal administration, regulatory frameworks, and financial procedures.
  • Strong knowledge of the Local Government Act, Community Charter, and applicable legislation.
  • Thorough knowledge of City Bylaws and associated regulations, policies, and procedures, together with a good knowledge of courtroom and prosecutorial procedures.
  • Excellent communication and negotiation skills for handling sensitive and complex issues.
  • Demonstrated experience working with the public and the media with a high degree of political savvy.
  • Strong written and verbal communication skills, including report writing and bylaw drafting.
  • Strong leadership and management abilities including staff supervision and performance evaluation; ability to plan, prioritize, and assign the work of subordinate staff, monitor production and performance.
  • Ability to identify problems requiring analysis and the development of suitable strategies to deal with complex issues, particularly involving matters of crime, security, enforcement, and investigations.
  • Ability to establish and maintain successful working relationships with a wide variety of internal and external contacts (Municipal, Government, Police, Business) is fundamental to success in this position.
  • Ability to produce and present concise and complex reports, analyze and draft bylaws, conveyances, and contracts.
  • Ability to manage and administer a comprehensive budget and understand the financial system and reports.
  • Ability to interpret reports and provide advice and guidance on a variety of regulatory, legislative, and administrative matters.
  • Ability to work varied hours to meet the requirements of the position.
  • Considerable knowledge of computer systems and software.

REQUIRED QUALIFICATIONS AND COMPETENCIES

  • University Degree in Public Safety or related discipline (e.g. Criminology or Sociology) supplemented by specialized training in Municipal Law and Regulation, Law Enforcement, Community Safety or a related field with a combination of education and experience in management.
  • Minimum 7 years’ experience in regulatory administration and bylaw enforcement with a minimum of 5 years’ experience in a management or supervisory role overseeing safety, enforcement, and investigative personnel.
  • Driver’s License valid in the Province of British Columbia.

The successful candidate will be required to complete a Police Information Check as a condition of employment.
