What will you be doing!

  • Ensuring safety is paramount in all activities.
  • Managing engineering resources:
    • Providing technical leadership and managing a large engineering department with employees performing work in several disciplines, supporting the operation of current infrastructure, and providing key expertise in developing new infrastructure within the mid-to-longer term.
    • Leading technical personnel, including Section Heads in Engineering of Mechanical and Electrical Systems, and managing staff across several disciplines, including Civil, Mechanical, HVAC, and Electrical Engineering and Technology.
    • Ensuring utilization targets for all staff are met to demonstrate maximum efficiency and effectiveness of resources.
    • Developing and maintaining core knowledge and skills in engineering based on the future needs of projects and the operation of the Chalk River Laboratories (CRL) infrastructure in alignment with Canadian Nuclear Laboratories (CNL) goals. This includes ensuring development and supporting training of staff in various engineering disciplines, hiring new staff, and managing productivity and performance.
  • Delivering engineering services:
    • Synergizing with other engineering managers, project managers, project leads, project engineers, and key staff to deliver Engineering Services to support the safe operation, maintenance, and construction/upgrade of CRL infrastructure.
    • Providing technical leadership through qualified staff in developing key engineering deliverables, subject matter expert input and review, engineering design documents, guidance, and support in collaboration with Design Authority & Design Engineering (DADE) and Configuration Management (CM).
    • Synergizing with other engineering managers, project managers, project leads, project engineers, and key staff to recommend and make informed decisions on when engineering deliverables are prepared and delivered internally, by other engineering branches, or by external engineering contractors.
  • Supporting maintenance and configuration:
    • Providing technical support, input, guidance, and review of planning and maintenance activities for the site infrastructure.
    • Executing surveys, service locates, supporting site investigations, updating drawings, as-builts, and tagging.
    • Providing technical guidance and timely engineering solutions when required during emergent works, breakdowns, repairs, troubleshooting, and other critical operational activities of the site.
    • Developing strategic plans with facility representatives to ensure improved efficiency and dependability of maintenance services.
    • Synergizing with other key staff to ensure compliance with Site License Conditions, Conduct of Maintenance, Conduct of Operations procedures series, Maintenance Program requirements, Equipment Reliability Program Requirements, Audit Plan requirements, and monitoring the results of the audit plan.
    • Interfacing with Facility Representatives (Facility Authority, Facility Manager, and Facility Superintendent) and complementary service organizations (Site Maintenance, other Engineering branches, Asset Management, and Procurement) to ensure alignment of business objectives and services.
    • Ensuring compliance with the Pressure Boundary program.
  • Performing additional functions:
    • Developing future managers through mentoring and transferring skills and knowledge.
    • Participating as a Manager of CNL in the management team to achieve the objectives of Engineering, the Infrastructure Development Group (IDG), Nuclear Laboratories, and CNL.
    • Developing and maintaining good internal and external relationships to promote teamwork and collaboration.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • An Engineering degree in a technical field at the bachelor level from an accredited university or comparable combination of education and experience.
    • Licensed Professional Engineering designation in the Province of Ontario, or the ability to obtain one before commencing job duties.
  • Experience
    • Minimum of 10 years experience working in multi-disciplinary teams providing engineering services and consistently showing good technical and organizational decision-making.
    • Knowledge and experience with facility infrastructure and operation, system maintenance, configuration management, design processes, and project management.
    • Demonstrated commitment to CNL’s safety culture, as well as management system policies and procedures.
    • Understanding of the Nuclear Safety and Control Act and applicable Canadian Nuclear Safety Commission (CNSC) regulations.
    • Broad knowledge of nuclear technology and the Canadian nuclear industry.
    • Experience and ability to identify and quantify risks and develop and execute mitigation plans.
    • Financial understanding is required to review and understand the financial performance of a complex organization, the ability to understand business cases from a financial basis, and ensure that the Division operates within budget.
  • Knowledge, Skills & Abilities
    • Ability to negotiate acceptable timelines and actions for resolution of Division issues.
    • Exceptional and effective written and oral communication skills: audiences include CNSC staff, international regulatory bodies and agencies, CNL customers and stakeholders, engineering suppliers, external safety consultants, and Industry Maintenance Managers, Vice Presidents, Directors, CNL support groups (QA, Commercial, IT, HR, Finance, Training, Communications, etc.), Chief Engineer, Chief Regulatory Officer, Chief Nuclear Officer, Safety Review Committee, Facility Authorities, Facility Managers, Managers across Nuclear Laboratories, direct reports, and staff.
    • Capable of assessing and evaluating highly complex, sensitive, or specialized technical situations/requirements, recommending appropriate strategies and influencing outcomes effectively and with business acumen.
    • Demonstrated strong financial management and project management skills.
    • Proven initiative, motivation, and good people skills to work with peers and internal and external clients.
    • Self-motivated and flexible relative to work assignments; possess excellent oral and written communication skills and can interface with peers, other company organizations and Senior Management.
    • Extensive knowledge of processes related to strategic planning, human resources, and people management.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

This role is a fully onsite role that requires the employee to primarily work at CNL’s Chalk River Laboratory site, with only occasional opportunities to work remotely, if desired by the employee.
