Manager, Human Resources and Labour Relations
Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas transmission and distribution systems in British Columbia’s lower Peace River, west central, and north coast regions. PNG’s western transmission line extends from the Enbridge gas transmission system north of Prince George along the Highway 16 and Highway 37 south corridors to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing transportation and gas services to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd. provides gas transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.
Reporting to the President, this position is located in our Vancouver, BC office. The Manager Human Resources and Labour Relations is responsible for maintaining and enhancing the organization’s human resources and labour relations programs and services by developing, recommending and implementing human resources and labour relations solutions. This role works closely with management to mitigate and manage employee and labour relations issues. The Manager Human Resources and Labour Relations is a subject matter expert that has extensive experience in both union and non-union environments and is skilled in labour negotiations, grievance and arbitration resolution.
What You Will Do:
Human Resources and Strategic Planning
- Administers programs, procedures, policies and guidelines to align the workforce with the strategic goals of the company.
- Active member of the TriSummit (TSU) Human Resources Collaborative Team to help facilitate alignment and consistency within TSU entity.
- Practices positive employer – employee relationship approaches to promote a high level of employee morale and motivation.
- Conducts investigations on human resources matters and complaints or concerns
- Provides guidance and support to management on the progressive discipline practices of the company.
- Provide coaching and support to managers on the implementation of a performance improvement process with under-performing employees.
- Reviews, guides and provides appropriate endorsement of management recommendations for employment terminations.
- Resolves conflicts and provides coaching and support on human resources matters.
- Ensures company compliance with all existing governmental and labor legal requirements including any related to Employment Standards, Human Rights, WCB Labor Law, Common Law (relative to terminations and constructive dismissal), and Privacy Legislation.
Labour Relations
- Act as a partner to leaders by providing knowledge of how to properly handle LR issues and provide advice on resolution.
- Interpret clauses in the collective agreement and apply them tactfully to ensure effective and informed decision-making.
- Collaborate with management to identify and prepare arguments to defend the company’s position on LR issues.
- Hold meetings with union representatives to resolve grievances before proceeding to arbitration
- Play a key role in establishing good communication and fostering a positive union relations climate with all key stakeholders.
- Play key role in all Labour negotiations, grievances and arbitration resolution.
Recruitment
- Oversees the recruitment process from requisition through screening, selection, and orientation Manages open positions (both internal & external job postings).
- Proactively partners with hiring managers to understand resource needs.
Compensation and Benefits
- Ensures that the company wage and salary structure, pay policies are adhered to and oversees the variable (incentive) pay systems within the company including bonuses and raises in alignment with TSU entity.
- Oversees payroll and the benefit, short term disability and pension programs at PNG.
Training and Development
- Oversees the annual Human Resources training programs to ensure PNG is taking care of all needs and requirements.
- Leads and maintains the company’s annual performance management process
- Works with Management on employee personal development plans and succession plans.
Leadership
- Supervisor of the Payroll/Benefits Administrator and the Labour Relations and Human Resources Generalist.
- Active member of the PNG Leadership Team.
- Responsible to manage oneself to the standard of a senior leader, to model the values of the company and to effectively manage staff.
- Demonstrates emotional maturity and personal accountability, leads by example and inspires others through positive attitude and energy.
What You Will Bring:
- Bachelor’s degree or equivalent in Human Resources, Business and/or Labour Relations/ or Organizational Development.
- Minimum 10 years of progressive leadership experience in Human Resources and /or Labour Relations positions.
- Experience within a regulated Canadian business is preferred.
- Specialized training in employment law, compensation, organizational planning, organizational development, employee relations, training and labour relations, preferred.
- Experience preparing and managing budgets.
- Knowledge and experience with Canadian Payroll practices.
- Active affiliation with appropriate Human Resources networks and organizations
- Excellent interpersonal, negotiation, organizational, and planning skills with the ability to think strategically.
- Ability to manage multiple projects in a highly detailed environment.
- Experience working with multi-site organizations.
- Demonstrated excellent presentation skills.
- Proven business acumen, with problem-solving and decision-making ability.
- Approachable, flexible and able to adapt in a fluid work environment.
- Ability to work independently and as part of a team.
- Demonstrates honesty, transparency and accountability on a regular basis.
- Excellent verbal and written communication skills.
- Proficient MS Office and Windows-based computer applications skills (Word, Excel, Outlook, PowerPoint, JDE etc.).
- Experience with HRIS platforms, preferably UKG
Salary Range: $130,000 - $166,000 depending on background and experience
