Job Description

The Manager, External Financial Reporting and Control supports the Corporation’s external financial reporting (financial statements and management discussion & analysis), disclosure, internal control and accounting policy, interpretation and its application. They provide advice and financial impact assessment on IFRS accounting policy and internal control and ensures all financial content and narrative within the quarterly and annual financial report is complete and accurate. The manager contributes to the governance of the company by providing technical accounting and internal control expertise within the Corporation’s Regulatory Framework.

The manager is responsible for planning, implementing and maintaining the Internal Controls over Financial (ICFR) and Disclosure Controls and Procedures (DC&P) framework at Canada Post, which includes entity-level, process-level, general computer controls and disclosure controls, to ensure these are designed and operating in a manner that provides reasonable assurance regarding the reliability of financial reporting and the preparation and disclosure of financial statements for external purposes. The manager works closely with internal and external stakeholders to understand key financial risks, processes and controls, and ensure consistency and quality of compliance with IFRS and ICFR methodology.

Job Responsibilities

Below are the main job requirements and responsibilities for the Manager, External Financial Reporting & Control:

  • Assists in the preparation of the quarterly and annual financial report, comprised of quarterly financial statements, notes and Management Discussion and Analysis (MD&A) in accordance with IFRS, for submission to the Director, External Financial Reporting and Control. Plans, manages and assists with the year-end audit and quarterly review engagements for the Corporation.
  • Researches and assesses the impact of IFRS accounting policies (including new and amended standards) on the Corporation’s internal control framework and on the consolidated financial statements of the Corporation as they apply to the business situation of the Corporation, corporate subsidiaries, new business ventures, mergers, acquisitions and divestitures, partnerships, pension plans and trusts, etc.
  • Works closely with internal and external stakeholders including Corporate Accounting, Treasury, Tax, Legal, Government Affairs, Corporate Secretariat, Communications, Graphics, Internal Audit, External Auditors, Subsidiaries and others on related aspects.
  • Develops and publishes instructions, forms and schedules to gather information and/or to inform and educate CPC and business partners in the use of financial and accounting disciplines with respect to IFRS and ICFR.
  • Recommends areas for improvement to the annual and quarterly financial reports, in line with external disclosures requirements of the CSA, the CPA and the TBS. Stays current on financial and reporting and disclosure developments. Researches and maintains a library of statutory and external agency disclosure standards and performs benchmarking to ensure best practice and integrity of the information contained in the Corporation’s Annual and Quarterly Financial Reports.
  • Builds and maintains a comprehensive knowledge of ongoing business issues and transactions within Canada Post and the Group of Companies to ensure accurate understanding and interpretations of current business trends and strategies to be included in the quarterly and annual financial reports.
  • Reviews and evaluates process owners’ ICFR annual and quarterly self-certifications to ensure they are supported by documented business processes (including narratives and risk and control matrices), appropriate risk assessments and controls, and complete testing and remediation plans, in accordance with the Canada Post ICFR methodology, supporting the CEO and CFO due diligence activities over the end-to-end ICFR process. Leads the annual scoping and process-level risk assessment for ICFR.
  • Provides expertise on internal controls. Recommends internal control and business process enhancements to the process owners to remediate control deficiencies, rationalize, amend or create new controls.
  • Where required, consults with IT or other subject matter experts (internal or external) to assess the impact of the proposed changes on the information systems and ensures that the changes fit within the overall IT environment.
  • Design, develop and delivers training to internal stakeholders, subsidiaries or internal control process owners on IFRS and/or the Corporation’s ICFR methodology.

Qualifications

Education
• University degree in a business related field (e.g., commerce, finance, economics, accounting, business administration)

Experience
• 3-5 years’ experience in a finance or accounting environment
• 3-5 years’ experience in analyzing and reporting of financial information
• Experience in managing year-end audits in a complex environment

Other Candidate Requirements
• CPA (CA, CMA, CGA) Professional designation
• Strong knowledge of International Financial Reporting Standards (IFRS), accounting policies and Internal Control over Financial Reporting
• Excellent negotiator and strong relationship building – proven ability to lead and influence a team
• Strong Business and Financial acumen – proven ability to understand and decipher the business and financial issues
• Excellent communications skills (both oral and written) – proven ability to deliver presentations in a clear and concise way
• Experience in dealing with and communication with senior management
• Strong ability to manage priorities
