Manager, Data Management

Position Summary

Ottawa, ON (Hybrid)

Thales Canada Defence & Security (TCDS) is looking for a Manager of Data Management. The Manager of Data Management is the Head of Discipline (HoD) responsible for Data Management (DM) across the organization. They are also the Resource Manager for the DM team.

As a Data Manager, you will oversee the organization's data infrastructure, ensuring efficient data collection, storage, analysis, and utilization. You will manage the full lifecycle of data, from acquisition and processing to dissemination, archiving and destruction, while maintaining data integrity, security, and compliance with regulatory standards.

The Manager of DM is responsible for developing a clear roadmap for improving DM. They will also lead the implementation of a new Data Governance program.

The Manager of DM reports to the Director of Engineering.

Key Areas of Responsibility

The main responsibilities are:

  1. As a Resource Manager:
    • Provides appropriate resources to deliver bids, projects and products.
    • Plans the team’s workload in the short, medium and long term.
    • Develops team skills to support bids, projects and products.
    • Supports recruitment, onboarding, performance management, career management and succession planning for the team.
    • Coaches, mentors and develops the team.
    • Leads the team to meet company expectations for productivity, chargeability, quality, continuous improvement and accomplishment of objectives.
    • Ensures that company policies and procedures are followed, including timesheets, time off, and travel.
  2. As a Head of Discipline:
    • Responsible for the establishment, standardisation and evolution of processes, procedures and tooling for the discipline.
    • Ensures that the discipline processes, procedures and tooling meet the current and future needs of the bids, projects and products.
    • Responsible for development of lessons learned and the sharing of knowledge and experience across the discipline.
    • Responsible for bid, project and product estimates for the discipline.
  3. As Manager of Data Management:
    • Implement and sustain the Company’s DM capability.
    • Perform DM Planning and Management.
    • Manage the DM budget.
    • Responsible for subcontractor DM requirements and activities.
    • Implement a new Data Governance program.
    • Maintain data quality, security and integrity.
    • Establish and maintain data baselines.
    • Manage data exchanges between TCDS and various stakeholders.
    • Manage Government-, Customer- and Contractor-furnished Information.
    • Ensure DM conformance to ISO certification.
    • Responsible for performing Internal DM Process audits.
    • Maintains templates for all deliverables.
    • Maintains data repository structures for all bids, projects and products.
    • Maintain and report on DM metrics.
  4. As a member of the DM team:
    • Responsible for performing DM work on bids, projects and products.

Minimum Qualifications

Education/Experience:

  • An engineering degree or 3-year technical program diploma in a technical field from a recognized university or college program or certified as a technologist by a recognized provincial, state, or federal (national) licensing body in a related field.
  • A minimum of 5 years of experience in the last 10 years managing a DM team.
  • A minimum of 5 years of experience in the last 10 years of responsibility for DM functions.
  • A minimum of 1 year of experience in the last 10 years as a Data Manager for a Capital or In-Service Support contract.
  • Expertise in the deployment, maintenance use of at least one DM tool.
  • Expertise in at least one DM standard.
  • A minimum of 5 years of experience as a people or resource manager.
  • A minimum of 5 years of experience managing a budget.
  • A minimum of 5 years of experience managing an Engineering Discipline, including responsibility for associated policies and procedures.
  • Strong written and verbal communication skills in English.

Preferred Qualifications

  • A Master’s degree in Engineering, Science, IT, Data Analytics, or a related field.
  • Management of budget worth at least 250kCAD.
  • Experience in the Defence industry.
  • Fluency in French.

Physical Demands

  • Office work with occasional national and international travel. About 4 times per year.
