Main Purpose & Function

The Manager Community Centre Operations oversees all aspects of operations of the Gathering Place including the following departments: year-round Shelter including Housing, Kitchen and Cafeteria, Security and the Health Centre. The Manager plays a key role in the development and implementation of policies and procedures based on the mission and values of the Social Operations department, City of Vancouver. The Manager provides strategic direction, leadership, and thrives in complex work environments.

The position reports to the Director, Gathering Place and manages staff and supervisors including the supervisors of the Health Centre, Security, Shelter, Kitchen and Cafeteria. Other departments such as Programming, Administration and the Community Library are supported by the Manager as needed. The position works collaboratively with other Social Operations Community Centres in the coordination of policies and standards of practice regarding programs, services, and procedures, with other City departments as necessary including human resources, finance, facilities, corporate services, planning, and parks and with Social Operations finance staff and corporate services on capital and noncapital budget requests.

Specific Duties & Responsibilities

Managing and Leading Staff

  • Recruits, selects, hires and evaluates staff who report to this position, supporting other selection processes across the Centre.
  • Manages, directly or through subordinates, the work of staff engaged in programming, health, educational services and facility development.
  • Leads attendance and performance management discussions with staff, including guidance, direction setting, coaching and feedback to staff to support their success.
  • Establishes and practices appropriate professional boundaries the Centre – with and between staff, volunteers and the community.
  • Identifies needs and gaps and organizes staff training and development to maintain appropriate professional standards of service delivery.
  • Participates in or leads in matters of discipline and terminations.
  • Represents the employer at grievance hearings and other employment related hearings such as arbitrations, Labour Board hearings, and Human Rights hearings.
  • Manages conflict in a positive manner that is effective for all parties and over time.

Health and Safety

  • Ensures the occupational health and safety of staff in the Centre, as per the City of Vancouver OH&S Program Manual and BC’s Occupational Health and Safety Regulations.
  • Oversees compliance with WCB regulations, addresses areas of concerns, responds to WCB orders.
  • Works closely with the CSG Health & Safety Coordinator to establish a safe and healthy environment for staff, volunteers, patrons, and community members by promoting positive attitudes towards accident prevention and by establishing policies, standards and guidelines.
  • Participates as a management representative on the Centre OH&S committee.

Administration

  • Assists in the development of an annual operating budget, including preparing annual minor and capital request submissions.
  • Participates in budget and expense monitoring.
  • Provides financial information needed to inform decision-making.
  • Prepares reports on Centre programs/activities as required; including developing reports for funders and senior government.
  • Prepares reports on community trends, issues, needs and interests as required.
  • Assists in strategic projects as set by the Director to assist in the effective and efficient managing of the Centre, e.g. a staff scheduling system.
  • Assumes the leadership and management role in the Director’s absence.

Policies and Procedures

  • Participates with the Director, Security Coordinator and Security Supervisor, Shelter Coordinator and Shelter Supervisor and Health Centre Coordinator in the development of Centre codes of conduct, policies and procedures to support centre and department operations.
  • Develops centre and department policies and supports the Community Centre Association to develop a Board code of conduct.
  • Develops and implementing policies to manage the Centre effectively.
  • Provides support to the front-line leadership teams including the Security Coordinator and Supervisor, Shelter Coordinator and Supervisor, shelter attendants and security attendants supporting and administrating policies throughout the building.

Facility

  • Develops, with City Facilities Branch, a maintenance program/schedule to maintain the facility.
  • Oversees the maintenance, repairs, and renovation of the physical plant and acquisition, maintenance and disposal of equipment and furniture.
  • Coordinates and monitors maintenance requests and approving contracts for services.
  • Supports any capital projects.
  • Participates in the development and implementation of plans and procedures to ensure the safety and security of the staff, patrons and facility, in conjunction with the Director and Security Coordinator.
  • Balances operational requirements with risk reduction strategies, working to mitigate risk.

Program Planning & Implementation

  • Works collaboratively with the Community Centre Association to establish and implement short and long-range goals and objective for programs and services to enhance the well being of community members.
  • Manages programs and services effectively and administering program policies consistently.

Community Development & Liaison

  • Communicates with patrons to provide information and respond to enquiries or complaints.
  • Liais with other City departments, agencies and government offices as required to carry out these responsibilities.
  • Works with the Director to build positive relations within the Downtown South through community building activities.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • University graduation with a degree in social sciences, adult education or a related discipline.
  • Minimum five years of experience in the social services field, in progressively senior positions with a minimum of five years at a management level including experience in managing a large staff team.
  • Recent related experience in: human resource management, budget development and management; facility management; program coordination; working with non-profit organizations; and working with diverse populations.
  • Experience in managing in a unionized environment.
  • Demonstrated experience in the areas of staff supervision and labour relations and effective community development.
  • Experience with urban homeless populations with mental illness, substance abuse and addiction and complex health conditions.

Knowledge, Skills and Abilities:

  • Strong presentation, communication and organizational skills.
  • Resourceful and proficient in policy developments.
  • Ability to build partnerships and alliances with peers, stakeholders and staff.
  • Ability to be innovative, flexible and entrepreneurial.

Driver’s License and Record Checks:

  • A current and valid Class 5 BC Driver’s License or higher and a satisfactory driving record.
