Position Summary

Reporting to the Executive Director, the Manager will lead the development and execution of strategic marketing and communications initiatives that enhance Rocky View County’s visibility, engagement, and reputation. This role requires a collaborative leader passionate about fostering community connections and cultivating relationships with internal stakeholders, residents, businesses, and external partners.

The Manager will act as a trusted advisor to the Chief Administrative Officer (CAO), Council, and Executive Leadership Team, ensuring alignment between communications strategies and organizational priorities. They will oversee a high-functioning team committed to inclusivity, creativity, responsiveness, and resilience while promoting a shared sense of belonging within the community.

Strategic Communications

  • Develop and implement comprehensive internal and external communications strategies tailored for rural audiences while leveraging proximity to urban centers.
  • Create public information plans that mitigate potential controversies and promote transparency around County initiatives.
  • Ensure consistent messaging across all platforms, including digital channels, print media, and public engagements.

Content Development & Management

  • Oversee the development, design, and management of content for websites, graphic design projects, print materials, electronic messaging, and publications.
  • Ensure all content aligns with Rocky View County’s branding standards while maintaining high-quality visuals and messaging that resonate with diverse audiences.
  • Lead efforts to continuously improve digital platforms to enhance user experience and accessibility for residents and stakeholders.

Stakeholder Engagement

  • Serve as the primary liaison for media relations, coordinating interviews, events, and responses to inquiries.
  • Build collaborative partnerships with neighboring municipalities, businesses, community groups, and other stakeholders.
  • Design, develop, execute, maintain and monitor/evaluate the County’s external engagement strategies, programs and services.
  • Develop, cultivate and enhance the County’s relationships with indigenous partners
  • Provide strategic advice to Council members on media training and public communication efforts.

Operational Excellence

  • Oversee departmental budgets to ensure cost-effective delivery of services while maintaining flexibility for emerging needs.
  • Monitor communications performance metrics to inform continuous improvement efforts.
  • Lead quality assurance processes for all public-facing materials to maintain brand consistency.

Community Connection & Branding

  • Champion Rocky View County’s identity by developing key messaging that reflects its unique rural character and proximity to urban amenities.
  • Enhance engagement through storytelling that resonates with residents while attracting investment and visitors from outside the County.
  • Foster professional growth within the Communications team through coaching, training, succession planning, and performance reviews.
  • Promote a culture of inclusivity that values employee contributions while adhering to health and safety standards.

Position Requirements

Completion of Bachelor's degree in Journalism, Public Relations, Marketing, Communications, Business or a related field along with a minimum ten years of progressively responsible and diversified experience.

  • Proven expertise in strategic communications within rural or municipal contexts.
  • Strong leadership skills with experience managing cross-functional teams in dynamic environments.
  • Exceptional interpersonal abilities for building relationships with diverse stakeholders.
  • Proficiency in digital marketing tools, analytics platforms, content management systems, graphic design software, and publication workflows.
  • Demonstrated success in crisis communication strategies and issue management.
