Position Title: Manager, Campus Planning and Development

Grade or Pay Level: A - Pay Band 12

Salary Range: Salary Band 12 (Min: $99,050, Control Point: $132,066, Max: $145,273). Placement within a salary band is typically up to Control Point based on skills, experience and internal equity. The College may place over Control Point in limited circumstances.

Work Arrangements: Occasional travel between Douglas College’s campuses will be required for this regular, full-time position. Regular hours of work are 8:30 am to 4:30 pm, Monday to Friday.

Position Overview: Reporting to the Director, Facilities, the Manager, Campus Planning and Development will participate in the planning, implementation and future renewal of the College’s strategic Campus Master Plans in alignment with the College’s initiatives to continually enhance responsive learning environments and develop relevant and innovative programs. They will be responsible for strengthening and implementing major capital project governance, policies and procedures and project managing new capital construction.

Responsibilities:

New Campus Development

  • Participates in the planning, implementation and future renewal of Douglas College’s Campus Master Plans for physical facilities to support the College’s mission and vision.
  • Maintains ongoing control of new capital construction projects from initial planning to completion.
  • Project manages new capital construction and the implementation of the College’s strategic campus plans.
  • Collaborates with the Associate Director, Facilities Operations to ensure the delivery of new campus development for all campuses.
  • Liaises with senior administrators and policy makers to establish priorities for future campus growth.
  • Leads the development and updates related policies and procedures.
  • Incorporates the methodologies and practices of enterprise risk management.
  • Prepares project funding requests, and capital financial and project status reporting requirements to the Ministry of Post-Secondary Education and Future Skills.

Contract Negotiation and Management

  • Participates in the development of RFPs, contracts, and related negotiations.
  • Ensures all contracts comply with College policies and procedures.

HR Management

  • Responsible for day to day direction of assigned staff.
  • Assesses staffing requirements and recommends new positions.

Administration and Financial Management

  • Project manages the capital investments budget within College objectives and guidelines.
  • Participates in the departmental budget planning process.

Strategic Campus Planning & Preparation of Business Cases

  • Works in support of the College’s strategic plans.
  • Prepares concept and full business cases as assigned.

Decision Making

  • Exercises initiative and judgement in all work activities.

Other

  • Actively models the Douglas College Core Competencies.

To Be Successful in this Role You Will Need:

  • A Bachelor’s degree in engineering, architecture, construction management, project management, or a combination of education and experience. An MBA would be an asset.
  • At least seven years’ related experience including a demonstrated track record with the complexities of major capital planning and project management in an institutional setting.
  • Extensive knowledge of the principles of facilities planning, design, and construction of complex building types.
  • A professional designation in a related field would be an asset; PMP certification is preferred.
  • Demonstrated knowledge and understanding of the Ministry’s capital asset reference guide.
