Job Summary:

The incumbent manages, plans, implements, and coordinates the regulatory bylaw activities for the City, and provides leadership on public safety related initiatives and maintains positive relationships with the community, key stakeholders, and internal departments.

Duties and Responsibilities:

  • Manage the daily activities of the department including bylaw investigation and enforcement, public safety, education, and customer service functions.
  • Recruits, directs, coaches, and appraises direct reporting staff and, through delegation, all departmental staff.
  • Evaluate, research, develop and administer regulatory bylaws for the City pursuant to City plans, policies, public demand and best practices. Identify and recommend opportunities for improvement.
  • Oversee department prosecutions and provide direction on difficult enforcement and infraction compliance cases through interpreting regulatory bylaws and case law while considering City policies, plans and procedures.
  • Liaise with community stakeholders concerning bylaw matters, coordinate the investigation of public complaints and respond to public inquiries. Ensure a high degree of public safety is reasonably met through legislation and enforcement procedures.
  • Collaborate, liaise, consult and provide guidance to internal departments on bylaw interpretation, regulatory investigations and charges.
  • Maintain and analyze bylaw data and related information.
  • Prepare and control the Bylaw Department’s annual operating and capital budgets.
  • Participate on committees to plan, coordinate, and deliver public safety initiatives for the City.
  • Act as Director, Community Services as assigned.
  • Ensure, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the department.
  • Perform other related duties as required.

Job Requirements:

Working Conditions:

Majority of the work is performed under normal office conditions with frequent internal and external meetings.

Required Knowledge, Skill and Abilities:

  • Degree in Public Safety, Public Administration, Business Administration or a related field.
  • 8 years experience including 4 years at the supervisory level.
  • 1 year on the job experience.
  • Demonstrated experience in regulatory and enforcement environments, with ability to interpret and apply City bylaws and associated regulations, and policies.
  • Knowledge of courtroom and prosecutorial procedures.
  • Demonstrated leadership, managerial, organizational, analytical, and decision-making skills.
  • Demonstrated ability to apply tact and diplomacy in working effectively with staff, public, and community and business stakeholders.
  • Demonstrated experience in leading change to improve service delivery.
  • Demonstrated experience managing projects.
  • Strong written and oral communication skills.
  • Training in emergency management, mental health, or trauma informed practice considered an asset.
  • Class 5 driver’s license.

An equivalent combination of education, training and experience may be considered.

General office equipment including computer skills to operate software programs ERP, electronic mail, word processing and Power Point.
