Nature and Scope of Work
This is specialized work performed in support of major criminal investigations. An incumbent is responsible for reviewing and organizing data, including paper documents for entry into electronic major case management system. An incumbent provides advice in the establishment of procedures and protocols for the digitization of investigative information and develops business processes and data management solutions to support effective investigative data analysis with the Inspector. The position conducts quality assurance audits of system databases and reviews case documentation to vet sensitive information. An incumbent also attends investigative meetings to maintain current knowledge on the status of cases and reviews and assesses cases for inclusion in the Violent Crime Linkage Analysis System (VICLAS) according to established criteria. Considerable independent judgement and action are exercised within established parameters, while unusual problems and policy matters are discussed with a superior who evaluates performance in terms of compliance with established guidelines and achievement of desired objectives.

Illustrative Examples of Work

  • Reviews and organizes incoming data, including paper documents, for entry into electronic major case management applications; collects required attachments for Crown Counsel reports; scans and secures documents in accordance with established standards, policies and other guidelines; reviews files for accuracy and completeness; creates electronic file disclosure packages consistent with current Crown/Police disclosure rules; and maintains liaison on all aspects related to the work.
  • Provides input into establishing and updating procedures and protocols to manage the digitization of all investigative information based on investigational and Crown Counsel requirements.
  • Develops, maintains and modifies business rules and processes with the Inspector; and creates data management solutions in support of effective investigative data analysis.
  • Conducts quality assurance audits of major case management databases to ensure data integrity and to correct data anomalies.
  • Reviews and assesses investigation files for inclusion to VICLAS according to established criteria; researches cases and investigations to ensure all applicable crimes are included in the system; directs investigators to submit information to VICLAS; establishes diary dates; reviews completed documents for accuracy and completeness; forwards documents to RCMP, Behavioural Sciences Group (BSG) and maintains contact with same, as required.
  • Reads and reviews reports, paper exhibits and other investigative material to vet sensitive information; organizes and produces electronic information disclosure packages for court purposes in accordance with standardized procedures and policies.
  • Attends investigative meetings to maintain up-to-date knowledge on the progress of investigations.
  • Contacts other sections and other police agencies on matters related to the work and to obtain information on strategies and best practices.
  • Monitors the Computer Aided Dispatch (CAD) Hazards workflow on PRIME, follows-up with Member as required; and sends CPIC correspondence to ECOMM to update notification in accordance with procedure.
  • Establishes and maintains a variety of files and records related to the work.
  • Performs related work as required.


Required Knowledge, Skills and Abilities

  • Considerable knowledge of the requirements and capabilities of the major case management system in relation to the work performed.
  • Considerable knowledge of data capture and electronic format conversion processes used in the work.
  • Sound knowledge of the methods and techniques applied in conducting quality assurance audits.
  • Sound knowledge of VICLAS program guidelines, procedures and objectives as they relate to the work performed.
  • Sound knowledge of data entry, manipulation and retrieval techniques used in the work, and of the use of various police data systems such as CPIC, JUSTIN and PRIME.
  • Some knowledge of investigative techniques and methods in relation to the work performed.
  • Ability to establish work procedures and protocols, develop and modify business rules and processes, and create data management solutions.
  • Ability to identify key information and data anomalies and to make corrections as appropriate.
  • Ability to assess investigation files for VICLAS requirements, research additional information and review completed reports.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work under minimal supervision.

Desirable Training and Experience
Completion of Grade 12 supplemented by post-secondary courses in criminology, computer technology, records management or other fields related to the work, plus sound related experience, or an equivalent combination of training and experience.

Required Licenses, Certificates and Registrations
Security Clearance.
