Toyota Canada Inc. (TCI) currently has an exciting opportunity for a Manager, Logistics Planning & Compliance to provide support and guidance to the Vehicle Logistics team. This is a full-time opportunity and will report to the National Manager, Vehicle Logistics.
The selected candidate will oversee timely and accurate customs compliant importation of new vehicles, parts, accessories, accessory exports, while providing leadership and support to reporting Customs Compliance section’s SME’s. They will lead all logistics system studies related to network or capacity, with the help of Vehicle Logistics Business Partners (System, Rail or Truck partners) ensuring efficient and timely vehicle network tracking, PDCA of major projects, financial or related KPI’s (freight, selling expense, ETA’s). Responsible to verify project merit, accuracy, close gaps, providing support to other Logistics sections, TCI Vehicle Processing Centers and other internal depts (SIP, Sales) on Kaizen efforts or necessary actions to improve through-put or efficiency.

What You’ll be Doing:- Create, maintain, and Kaizen processes to ensure accuracy and compliance with the requirements of Canada Border Service Agency (CBSA), Partners In Protection (PIP) and Customs Self-Assessment (CSA) Importer Programs ensuring TCI remain member in good standing and recognized as a low-risk Importer
- Guide Logistics system developments (VLMS, YMS systems), kaizen and investments, Operating Expense, Capital budget for three sections (Vehicle Logistics, VPC’s: TVPC & MVPC)
- Accountable for the accurate calculation of both TCI in-land freight and selling expenses of all Logistics plant/port sources and communicate same to partnering Business units.
- Thorough comprehension of Toyota Production System (TPS) and Business Analytics fundamentals are necessary to plan and implement Kaizen activity within Logistics planning and systems-based tools
- Direct system related Business Partner contracts process and schedule for new partner set-up, contract renewals, amendments, and obtain Executive approvals
- Overall management of the Vehicle Logistics Management System (VLMS, YMS) systems. Evaluate potential system enhancements, or changes in terms of feasibility, desired objectives, overall impact and cost/benefits to ensure desired outcome. Liaise with TCI IS department to ensure compatibility with SAP. Provide systems support to all sections within Vehicle Logistics and takes care of allocated banked development hours and kaizen improvement projects
- Negotiate and plan logistical system upgrades, developments and testing of systems related to the operation of the Vehicle Logistics user group, including any new technology or pilots
- Accountable for the measurement, accuracy, and enhancements of TCI’s vehicle ETA’s (on-time accuracy) and adherence to established targets working with various TCI depts. Drives process of investigation with direct reports to identify root cause of inaccuracy or gaps and works within Vehicle Logistics, and Internal depts to identify improvement and/or rectify issues
- Ongoing study of identification and calculation of TCI’s Inland Freight and Selling Expenses by specific division, origin, & series. Ensures accuracy in calculation, tracking of expenses for plant or port sources. Report to required internal departments (e.g. PPD, F&A) at specific timelines. Conduct quarterly PDCA of costs and reports on any accuracy gaps
- Guide TCI vehicle transportation damage identification and reporting. Dissect TCI vehicle transit damage events by source and carrier to identify trends. Report same to Logistics Transportation department and acquire/set target to improve. Collaborate sharing TCI data with TLS to define common ground and joint damage prevention opportunities
- Guide Vehicle Logistics Hoshin development process. Organize process of soliciting key required objectives jointly with Logistics Management, prepares documents and monitor progress towards objectives and targets
- Prepare annual Capital and Operating budgets, seek approvals, and track spend to plan
- Oversee Finished Vehicle Logistics Green House Gas reporting to aid regulatory compliance in partnership with Regulatory Affairs dept.
- Monitor and guide identification of key operational Performance Indicators (eg. ETA’s, on-time KPI) communicate them to other Vehicle Logistics sections or related Internal departments
- Direct management team in the scheduling and organization of the annual Logistics Business Partners meeting to ensure all Logistics providers keep Toyota business as their priority and focus
- Direct maintenance of up-to-date information, knowledge and procedures regarding governmental regulations relative to customs import/export procedures to meet all Customs requirements for TCI to remain low-risk importer/exporter (thru SME’s).
- Consult with TCI Customs Broker to ensure that all commodity listings for both vehicles and replacement parts are accurately classified with proper Tariff Classifications and Duty Rates
- Direct TCI’s team through any Customs audits and follow up on all action items with internal/external business partners through to completion and acknowledgement by the Officer(s) of compliance
- Working with Customs team to ensure PIP and CSA Application is kept current and submitted on-time per CBSA requirements
- Work proactively with Customs team to investigate opportunities for duty avoidance or recovery
- Help TCI participate in Toyota Customs Summits, GAC Customs Committee meetings and I.E. Canada/CBSA related functions and seminars/webinars/conferences to gain future regulations insights
- Advise/coach internal and external Dept’s/Business Partners on importance of compliance with Canada Border Services Agency (CBSA) and U.S. Customs and Border Protection (CBP) requirements. Create/audit Export Paperwork to ensure accuracy in origin, shipping instructions and HS Tariff Classifications to avoid border delays, penalties, and/or seizures
- Ensure Certificates of Origins are valid and accurate and are applied to all parts and vehicles for required duty relief
- Timely process Duty Refunds/Amends to ensure compliance with standard (D-Memos).
- Leverage Customs SME’s & software to recover/pay duties & taxes relating to any corrections of Tariff treatment, changes, drawback, and any other refund instances that may apply
- Oversee on-time Statement of Account (SOA) payments of Duties & Taxes to Canada Border Services Agency (CARMS)
- Guide Customs team in prepare of Opportunity & Savings Report for TMNA Customs group to identify potential duty savings on parts under CUSMA
- Laise with Toyota Motor Corporation (TMC Japan) to maximize any CPTPP Duty refund payments
- Conduct regular audits on TCI Departments for accuracy or improvements where applicable
- Identify and communicate any industry changes, developments, trends or incidents that may impact the company’s ability to conform or comply with rules and regulations that may result in financial penalties or losses
- Initiate and implement appropriate 'kaizen' (continuous improvement) relating to cost reduction or avoidance, improved time and process efficiencies.
- Lock in and measure successes through the ongoing creation/maintenance of Standard Operating Procedures (SOPs)

What You’ll Bring:- University degree and/or College diploma in a relevant field
- 6 year’s work-related experience within a distribution network - Automotive preferred
- Detailed knowledge of Finished Vehicle Logistics, Customs & Regulations compliance (PIP, CSA, CARM), Engineering, Computer Systems
- Customs knowledge an asset: CBSA border programs, rules of origin, Free Trade (CUSMA), value for duty, duty refunds
- Proven knowledge of how to understand, initiate & improve work processes to increase efficiencies
- Experience in budget preparation and management
- Strong managerial, organizational and negotiation techniques
- Excellent communicator: oral, written & presentation
- Strong managerial, organizational and negotiation skillsets
- Well-developed qualifications in Microsoft Word, Excel, PowerPoint
- Developed knowledge of SAP, VLMS or Logistical systems
